PURPOSE OF CONSULTANCY
The ILO seeks a professional copy editor and proofreader to edit and proofread three papers on the extension of social security to informal workers in agricultural, construction and manufacturing sectors in Kurdish Sorani.
SCOPE OF ASSIGNMENT
Working under the supervision of ILO Chief Technical Advisor on Social Security and in close collaboration with the National Programme Officer, the individual consultant will undertake the proof- reading and copy editing of three policy papers on the extension of social security to informal workers in agricultural, construction and manufacturing sectors in Iraq, translated into Kurdish Sorani.
Specific tasks will include:
• Review and edit the total of 120 pages of three documents (around 35 pages of the document on agriculture, 40 pages of the document on construction, and 45 pages of the document on manufacturing) for the content and flow
o The editor will be responsible for editing the chapters and narrative sections with a view to ensure clarity and continuity of the argument and political focus of the reports; clarity of structure and core themes of the reports; internal consistency, both analytical and stylistic;
o Checking direct quotations, including page references
o Checking for consistency of mechanics and for internal consistency of facts, including correspondence of data given in graphics and text
o Checking ILO and national instruments and for conformity with ILO house style
o Putting citations in house style and checking completeness and style of references, including flagging any bibliography references not cited in text
o Inserting head levels and approximate placement of graphics.
• Align content page numbering with body of document
o The technical editing and copy-editing will concentrate on flow and clarity of argument, sequencing, consistency, especially between text and tables and figures and integration of text and boxes, content errors, style and punctuation, spelling and grammar.
o The copy-editor shall ensure that the statistical data used and referenced in the text are consistent with the data in the respective tables, figures, charts and maps, as well as with the indicator tables.
• Final copy editing and proofreading the total of 120 pages documents after final design and layout is completed;
• Consult with the ILO technical team on any proposed changes and incorporate those changes.
DURATION OF ENGAGEMENT AND MAIN OUTPUTS
ILO will engage the individual consultant (editor) from 15 December 2024 to 31 January 2025 for a total of fifteen (15) working days. Exact contract dates will be defined upon the signature of the contract.
The individual consultant (photographer) agrees to supply the following outputs to the ILO:
1. Three copy edited reports on the extension of social protection to informal workers in agricultural, construction and manufacturing sectors in Kurdish Sorani;
2. Three reports on the extension of social protection to informal workers in agricultural, construction and manufacturing sectors in Kurdish Sorani proofread after the design and layout.
The individual consultant is expected to coordinate the proposed edits and revisions with the ILO. Individual consultant should expect at least two rounds of revision for each report during the editing process.

REQUIREMENTS
1. Native speaker of Kurdish Sorani – both spoken and written;
2. Degree in linguistics, translation, interpretation, literature studies or creative writing. Minor in Kurdish language would be an advantage.
3. At least 5 years of proven experience in linguistic services, translation, interpretation and editing in Kurdish Sorani;
4. Proven experience in carrying out similar projects especially with the UN. Experience with the ILO is an advantage.
5. Certificates in translation and interpretation will be considered an asset.

PROPOSAL SUBMISSION PROCEDURE
The ILO invites qualified individual consultants (editors) to submit their proposals comprising of the following:
1. CV/resume specifying level of education and work experience in the relevant spheres;
2. Rate in USD or IQD for editing and proofreading services based on the number of pages specified in the ToRs.
The documents comprising the proposal should be submitted in English in Word or PDF format.
Interested candidates with the required qualifications and experience should submit their proposals in English in line with the requirements specified above to iraq-procurement@ilo.org with the subject line “SOCPRO Editor - Kurdish” no later than 1 December 2024. Incomplete applications or applications not matching the requirements specified in these Terms of Reference will not be considered.
Evaluation Process and Criteria
Proposals will be reviewed and evaluated by an Evaluation Panel to ensure they meet the requirements outlined in the Terms of Reference. Each submission will be assessed based on three steps.
First, the received proposals will be revised against the criteria listed below, with each criterion rated on a scale from 1 to 5, where 5 is the highest score. The total maximum score is 15 points, with the minimum passing score being 10:
1. Knowledge of Kurdish Sorani and specialized level of education in linguistics, translation, interpretation, literature studies or creative writing;
2. At least 5 years of proven experience in linguistic services, translation, interpretation and editing in Kurdish Sorani;
3. Proven experience in carrying out similar projects especially with the UN. Experience with the ILO is an advantage.
Then, the candidates who passed the technical screening will be invited to complete a text, editing 1 page in Kurdish Sorani. The maximum score is 10 points.
Finally, the financial offers of the candidates who passed the technical screening and the editing test will be compared. The maximum number of points – 5 points – will be assigned to the lowest financial offer submitted by applicants. All other financial proposals will receive points in inverse proportion.
The process of evaluating the proposals will be based on combining the scores for technical screening, editing test and financial proposal.
Applications from non-qualifying applicants will most likely be discarded by the recruiting manager.
