Protection Field Officer

What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Protection Field Officer (FO) contributes to the design, implementation and monitoring of the delegation’s protection activities, mainly Protection of Civilian Population (PCP). The position holder will monitor the protection concerns in Zahle Area of Responsibility (AoR) and help identify protection concerns in relation to the ongoing Conduct of Hostilities (CoH), internal displacement, Health Care in Danger (HCiD) and individual follow up of most vulnerable affected persons. The Protection FO could also support other Protection files based on needs, mainly during field assessments, including through the identification and referral of individual cases to the concerned units/departments.

Protection of the Civilian Population

• Helps in the identification and monitoring of protection concerns proactively in the area of responsibility and proactively shares information with line manager and decides on the appropriate follow up.
• In coordination with line manager implements appropriate follow up (documentation, internal or external referrals, etc) in line with Protection of Civilian Population priorities, guidelines, and working procedures in a timely manner and to a high standard.
• Organizes and carries out, autonomously or with other colleagues, field trips, PCP assessments and meetings with key stakeholders.
• Monitors the media and open sources and consults community focal points and key stakeholders to identify and flag incidents and trends that are relevant for PCP documentation and follow up.
• Conducts confidential interviews, focus group discussions, or implements Community Based Protection with Internally Displaces Persons (IDPs) and people affected by the conflict for PCP documentation and follow up, in line with ICRC working modalities.
• Establishes and maintains a relevant network of interlocutors in line with the PCP priorities and division of tasks. Attends the Protection Working Groups of various AoR based on needs, highlights issues of concern and drafts the respective MoMs.
• Conducts assigned follow-ups of individual protection cases, including referrals, and PCP events autonomously and according to standard procedures, including any meetings with authorities/actors
• Presents and represents the ICRC and PCP action at the local level in coordination with the wider team when requested (e.g. dissemination, trainings).
• Actively participates in PCP or other relevant trainings, supports in the preparation of the trainings.

Certifications / Education required

• University degree or relevant professional experience in the field of social/political/economic science or similar.

Professional Experience required

• 3-5 years’ previous professional experiences, for instance in the field of social/political/economic science or similar.

What we offer

• Salary Package: 2’037 – 2'926 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
• 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
• Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
• Health Insurance: 90% of premium fees under class B, coverage include: Doctor visits, Medicines, Therapy services, etc.)
• International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
• Other benefits subject to internal rules and regulations: High Cost of Living Allowance (HCLA), Schooling allowance, eyeglasses, designated personal training budget for learning opportunities.

Additional information

• Location: Zahle - Lebanon 
• Working Schedule: Monday till Friday, from 8 Am till 5 Pm or according to operational needs, weekends will be on a rotational basis.
• Type of contract: 1 year (renewable based on need and performance)
