Under the general guidance of the Social Policy Manager and in close collaboration with the UNICEF Shock Responsive Social Protection Specialists, MoLSA Social Protection team, and the staff of the implementing partners, the incumbent is responsible for delivering timely beneficiary data management services for implementing UNICEF social and humanitarian cash transfer programming, while upholding UNICEF data protection policies.

Key functions, accountabilities and related duties/tasks:
Oversee the Implementation of e-payments operations in collaboration with Mobile Network Operators (MNOs), government and implementing partners.
- Coordinate with UNICEF Finance to undertake the timely and regular transfer of funds from UNICEF to Mobile Network Operations for onward crediting of beneficiary wallets during each payment cycle.
- As part of the standard accountability checks, review and validate the beneficiary list that is generated for payment by the implementing partners and share the payment instructions to the MNOs.
- Conduct a monthly reconciliation of beneficiary payments using the transfer completion list from the Mobile Network Operators and flag cases that require the follow up of the implementing partners.
- Lead in conducting payment verification after each payment cycle in collaboration with the third-party monitoring firm and the implementing partners.
- Periodically assess performance of the MNOs contracted to provide payments services for both social and humanitarian cash transfers.
- Manage the relationship among key stakeholders (MoLSA, MNOs, UNICEF, implementing partners etc) to ensure the timely payments of beneficiaries.
Data collection, processing and analysis is conducted in alignment with the data protection policies of UNICEF and the Federal Government of Somalia
- Use adequate tools to review the quality, consolidate, parse, clean and prepare external personal data sources for import into relevant beneficiary data management systems of government and UNICEF.
- Consolidate different data sources such as registration surveys, RapidPro surveys, payment records, post-distribution monitoring (PDM) surveys and other monitoring data (such as market monitoring, grievance and feedback data, etc.) for the purpose of data analysis and data comparison, including longitudinal comparisons
- Perform advanced statistical analysis for report writing, including data analysis tables and visual representation of findings
- Spot check and ensure quality of data stored in beneficiary data management systems and in other digital platform for the case of programmatic non personal data
Grievances data oversight, reporting and Third-Party Monitoring
- Coordinate MoLSA and the implementing partners grievances management work by supporting the documentation, consolidation and resolution of grievances in the selected beneficiary data management systems.
- Provide technical support to MoLSA GRM team and grievance officers of the implementing partners in consolidating and de-duplicating complaints and grievances received from the different grievance channels within the selected beneficiary data management systems to facilitate the speedy resolution.
- Work with the MIS team in MoLSA to facilitate access to beneficiary data by the Third-Party Monitoring firm for conducting process, payment verification and outcome level monitoring.
To qualify as an advocate for every child you will have…
- A university degree in one of the following fields is required: Information Management or Information Systems, Computer Science, Statistics, Social Sciences or another subject area relevant to Information Management.
- A minimum of [two years] of relevant professional experience in information management, data management is required. Experience in emergency contexts desirable.
- Experience in demonstrating strong information management skills in a professional context is essential for this post.
- Experience in implementation of social and humanitarian cash transfers programmes.
- Experience in beneficiary data systems for cash transfers is essential.
- Excellent MS Excel skills.
- Experience collaborating across multiple stakeholders, including diverse functional teams of finance, MIS and other subject matter experts.
- Experience in business operation environments with a proven track record of interfacing with multiple stakeholders (internal and external) and successful project management.
- Experience in a humanitarian context is an asset.
- Experience in working with UN agencies or NGOs at interagency level is preferred.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
