Overview
USAID Tubeho is hiring a Consultant to update FP OJT (on Job training) materials for healthcare providers. This includes updating existing guides and developing a new flip book. These resources will be validated and used in LDHF (Low dose high frequency) on-site trainings. The consultant will work with USAID Tubeho FP/ASRH, Communication, Knowledge Management team and FP Technical Working Group from Rwanda biomedical Center (RBC) to ensure the materials reflect the latest Family Planning (FP) guidelines, especially for DMPA-SC and HIUD.
Responsibilities
The primary objectives of this consultancy are to:
1. Update FP OJT Guides:
o Review and update existing OJT guides for supervisors, trainers, and participants to include the latest FP information, particularly on DMPA-SC and HIUD.
o Ensure the training material is clear, concise and easy to understand by learners (healthcare providers) in LDHF training at all levels.
o Align the guides with the MoH/RBC's FP Strategy and National Guidelines.
2. Develop technical content of FP OJT Flip Book:
o Develop a 30–35-pages flip book that provides a comprehensive overview of FP methods, including DMPA-SC and HIUD.
o The flip book should be visually appealing, informative, and suitable for use during OJT sessions.
o The content should be comprehensive, up-to-date, and conceptualized in Rwandan settings and in line with FP National Reference Manual and OJT training tool kit.
3. Scope of Work:
The consultant will be responsible for the following tasks:
1. Review existing OJT Guides:
o Conduct a thorough review of the existing OJT guides for supervisors, trainers, and participants.
o Identify areas that need updates or modification to incorporate new information.
o Consult key stakeholders, including MoH/RBC staff, to gather inputs and feedback.
2. Update OJT Guides:
o Revise and update the content of the OJT guides to include the latest FP information, particularly on DMPA-SC and HIUD.
o Ensure the guides are formulated consistently and visually appealing.
o Develop clear and concise language that is easy to understand by users at all levels.
3. Develop technical content FP LDHF Flip Book:
o Develop a creative and engaging design for the flip book.
o Include key content of training on FP clinic including new contraceptive methods (Hormonal IUD and DMPA SC).
o Use clear and concise language and visually appealing graphics to enhance understanding.
o Ensure the flip book is culturally sensitive and appropriate for the target audience.
4. Finalize and submit materials:
o Review and finalize the updated OJT guides and the 1 FP LDHF training flip book sample printed.
o Submit the draft of all developed materials of FP TWG for review and inputs.
o Integrate all inputs from the FP TWG.
o Submit all final materials to the USAID Tubeho Project in both printing and digital formats.
5. Timeline
The Consultant is expected to complete the consultancy work within 20 days following the timeline developed in collaboration with USAID Tubeho Project.
6. Deliverables days
Contribute to desk review of FP national guideline, FP OJT Guide 3 days
Consult with key stakeholders (MoH/RBC staff) to gather input and feedback 2 days
Begin drafting updated OJT guides, including DMPA-SC and HIUD. 3 days
Start conceptualizing the formatting and content of the FP OJT flip book. 2days
Finalize FP training LDHF flip book and print the first version 3days
Validation workshop feedback by FP TWG 5 days
Final inputs and submission 2days
Total 20 days
7. Reporting
The Consultant will be required to submit regular progress reports to the FP ASRH Advisor. A final version of OJT guide and a printed flip book and soft copies will be submitted with a summarized report of completion with key findings and recommendations.
8. Payment mode
- 30% of the entire consultancy amount will be paid to the Consultant upon presentation of an Inception Report.
- 70% final report and shall be paid within two working days upon receipt and approval of invoice and the final work accompanied by a validated report/deliverables of the work done approved by the FP ASRH Advisor, designated Jhpiego Rwanda staff.

10. Financial Proposal:
The Consultant will submit a financial proposal - consultancy daily rate in Rwandan francs (tax inclusive) and personal bank account details.

Required Qualifications
The Consultant should be an expert in Family Planning with experience in developing a competency-based Curriculum for continuous training and possess the following qualifications and experience:
• Advanced Degree in Public Health, Health Education or a related field.
• Proven experience in designing and developing training materials in flip books format.
• Strong knowledge of Family Planning methods mixes including DMPA-SC and HIUD.
• Avail proof of conducting similar consultancy works in INGOs or health related organizations.
• Excellent writing and communication skills in English.
• Experience working with the MoH/RBC or similar organizations for at least 5 years is preferred.
