Duties and Responsibilities
Background The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The individual consultant will be required to be based at office of the UNEP – Cartagena Convention Secretariat, Kingston, Jamaica. This position will be funded under the Capacity Building Related to Multilateral Environmental Agreements in African, Caribbean and Pacific Countries – Phase III (ACP MEAs 3). The aim of this programme is to empower key stakeholders to address environmental challenges and to reap the benefits of improved environmental management at the national and regional levels. Scope of Assignment Under the overall supervision of the Coordinator and the direct supervision of the Programme Management Officers, the Programme Management Assistant will be responsible for the following duties: Compile, summarize, present and disseminate basic information/data on the ACP MEA Project and related topics or issues. Reviews ACP MEA project documents, in particular cost plans/budgets, for completeness and compliance with relevant rules and procedures prior to submission for final approval and signature; identifies inconsistencies; reviews and distributes project documents to relevant parties upon approval. Review ACP MEA project budget revisions; verify availability of funds; ensure necessary approval and entry in computerized budget system. Support partners in the development of proposals for ACP MEA project activities. Undertake regular monitoring of status of ACP MEA project activities. Assist in the logistics of meetings and virtual conferences related to the ACP MEA project, assist participants with arrangements to the meeting; Assist in setting up meetings, process documents for the meetings, type the agenda, list of participants and working documents for the meetings and send out invitations; Compile, summarize and enter data on ACP MEA project delivery; draft related status reports, identify shortfalls in delivery, review project reports submitted by Implementing Partners and brings variances and irregularities to the attention of management. Provide general office assistance; respond to complex information requests and inquiries; review, log and route incoming correspondence; set up and maintain files/records; organize meetings, workshops; handle routine administrative tasks, such as maintaining attendance records, assessing telephone billing, etc. Perform other duties as assigned.
Qualifications/special skills
Supplementary training in Administration and Programme or Project Management is desirable A minimum of five (5) years of progressive work experience in administration and programme or project management or related area is required. Experience working with an international organization is desirable. Experience working with enterprise resource planning (ERP) or related administrative systems is desirable. Experience working with environmental programmes and projects in the Wider Caribbean Region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required. Knowledge of Spanish is desirable. Note: 'Fluency' equals a rating of 'fluent' in all four areas (speak, read, write and understand) and 'Knowledge of' equals a rating of 'confident' in two of the four areas.
