The ICRC Jordan Delegation is looking for an Analysis & Evidence Specialist at the unit Analysis & Evidence, Amman, Jordan Delegation.
CONTEXT
As part of its ambitions outlined in the 2025 PfR and in line with the institutional strategy, the Jordan Delegation aims to strengthen its evidence-based strategic decision-making, building on information and resources mostly already at the disposal of the Delegation but needing a more systematic and targeted analysis. Such requires the finetuning of a monitoring and evaluation framework, the definition of clear and relevant indicators, as well as the analysis and inclusion of affected people’s needs and perceptions of the ICRC’s services offered in Jordan.
Working directly under the supervision of the Deputy Head of Delegation, the A&E Specialist works closely with all other departments and is the technical lead for evidence-based programming, supporting the Delegation on all matters related to monitoring and evaluation, accountability and learning, thematic analysis, operational information management and managing affected people’s needs and perceptions. The strengthening of the delegation’s Community Contact Center (CCC) in Jordan will also be a key part of these developments.
PURPOSE
The Analysis and Evidence (A&E) Specialist serves as the primary contact for A&E activities at the delegation level. In this role, he/she provides essential support throughout the program cycle across all programmatic areas, offering valuable assistance at each stage and theme. The A&E Specialist plays a crucial support role in assessing and analyzing needs, designing, and planning programs based on insights, monitoring key performance indicators, evaluating program outcomes, facilitating learning opportunities, and designing.
The A&E Specialist will also serve as the Delegation’s focal point for AAP and ensure timely management of the feedback received through the Community Contact Center (CCC), as well as the integration of the CCC information flow into the Delegation’s transversal monitoring and evaluation’s mechanisms.
RELATIONSHIPS
§ Internally, interacts with the DHoD, heads of departments/OP lead as well as with the A&E and AAP technical reference persons at the regional level.
§ Externally, interacts with A&E and AAP experts from other organizations as well as with other Movement Partners.

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES
Functional Responsibilities:
§ Advises MGMT and heads of Departments/Units on monitoring frameworks, logic models, and other technical guidance aligned to A&E standards, identifying opportunities and supporting existing innovation and use of technology in all A&E-related activities.
§ Supports Departments/Units in establishing ways to identify individuals or groups at risk of exclusion, strengthen their participation across the program cycle, improve targeting, and strengthen the delegation’s approach to reaching the Affected Population.
§ Supports Departments/Units in using reactive and proactive feedback and complaint mechanisms to inform operations.
§ Delivers workshops and training in his/her specific area of responsibility and contributes to building A&E capacity of ICRC colleagues and NS through training and information sharing.
§ Takes part in external fora, meetings, and workshops related to A&E, expanding or strengthening the delegation's network of contacts.
§ Timely and accurately contributes to the applicable A&E team meetings and tracking tools/action plans by highlighting recurrent issues, findings, and successes from A&E activities, and by reporting on the recent achievements and upcoming plans.
§ Manages the information flow of the CCC and provides timely relevant feedback to enquirers.
§ Takes responsibility for integrating accountability to affected population (AAP) and gender perspectives in all areas of work.
§ Plans the annual AAP self-assessment in coordination with the Delegation’s MGMT and the Head of AAP Unit in GVA, ensuring appropriate and representative participation within the delegation and the collection of evidence in order to be able to act on the findings of the self-assessment.
§ Works with all departments in the delegation to meaningfully and systematically integrate the views of people affected by armed conflict and other violence into programmes and regular monitoring activities.
§ Engages with partners in the International Red Cross and Red Crescent Movement and other players to develop referral mechanisms, if relevant; learns from, coordinates with (on AAP activities), and shares expertise with National Societies and their International Federation in-country.
SPECIFIC ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES
Recognizing that the job role growth constantly, the position might entail:
1. Strengthening Evidence-based and Outcome-oriented Decision-Making:
§ Advises the MGMT and heads of Departments/Units on developing and supporting a robust Results-based Management (RBM) system that prioritizes achieving outcomes. This includes implementing monitoring and analysis efforts to inform programmatic decisions and enable effective program steering by decision-makers.
§ Advises the MGMT and heads of Departments/Units in formulating the annual A&E plan for the delegation aligned with the delegation specific objectives and indicators as laid out in the PfR, entailing the definition of strategic objectives and necessary actions. Additionally, the incumbent contributes to plan implementation by aiding in the creation or customization of data collection tools, managing data collection and digitalization processes, conducting analysis, preparing reports, and facilitating the dissemination and visibility of findings.
§ Promotes the digitalization and automation of data collection exercises, reporting, and visualization. He/she advocates for the utilization of institutional tools such as Device Magic, Tableau dashboards, and others to enhance the efficiency and effectiveness of these processes.
2. Enabling Multidisciplinary, Needs-based and People-centric Programmes:
§ Supports in the development and execution of multidisciplinary people-centric programs, emphasizing a holistic and inclusive approach.
§ Advises in the design and implementation of activities related to situation monitoring, problem analysis, needs assessment, logic frameworks, and systems mapping, ensuring their effectiveness and relevance.
§ Promotes close cooperation with other units/functions/departments within the delegation (e.g., EcoSec, Protection) to achieve A&E objectives. This collaboration aims to adopt a multidisciplinary, evidence-based, and outcome-oriented approach.
3. Promoting a Culture of Learning
§ Facilitates lessons learned workshops and collaborates with the Evaluation Office to support independent external evaluations.
§ Supports in sharing A&E findings adequately and conducting debrief sessions with relevant thematic focal points and program teams. Documents resulting action points and incorporates them into A&E reports and tracking tools.
§ Supports the design and implementation of workshops and training sessions on A&E-related topics for local staff and/or partners.
4. Strengthening the Delegation’s accountability mechanisms
§ Ensures the daily management of the CCC by providing timely and substantial feedback to enquirers and liaising with operational departments and units.
§ Develop the CCC to serve as a proactive monitoring mechanism, enabling the delegation to leverage this capacity to conduct remote monitoring activities when needed.
§ Periodically reports on CCC statistics and patterns identified and shares findings with the Delegation’s MGMT and Operations.
§ Ensures regular and systematic use of data from all feedback channels to inform operation decision-making and develop appropriate communication strategies to ensure affected communities are aware of ICRC services and our limits.
§ Leads the integration of AAP activities and approaches into the delegation’s response and strategy by facilitating the AAP self-assessment, work-plan development, monitoring, and uptake by departments.
§ In liaison with the AAP Unit at HQ, supports all departments in the delegation to meaningfully and systematically integrate the views and participation of affected people affected into programmes and regular monitoring activities.
§ Works closely with Communication, other relevant units, and Movement partners to develop community engagement approaches and assessments.
§ Monitors, documents, shares, and champions best practices, and AAP learned lessons internally and externally.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
§ University degree in Economics, Statistics, Social Sciences, GIS, Political Science, or another related field.
§ Very good command of English and Arabic.
§ High computer proficiency.
§ Typically, 4-7 years of professional experience in needs assessments, monitoring & evaluation, operational information management, results-based management, or a closely related area.
§ Proven field experience in leading surveys, and multiple assessments in countries, including the design, data collection, and analysis.
§ Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies, or NGOs.
§ Experience in analyzing, interpreting, and presenting information for decision-making.
§ Experience in participating in the design and implementation of EcoSec, WatHab, Prot, Health, and/or WeC programmes or similar programmes in another organization.
