CBI Associate

Organizational Setting and Work Relationships
The CBI (Cash-Based Interventions) Associate is supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor and may directly supervise some support staff.
Contacts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.


All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.


Duties
- Manage the use, maintenance and technical support of databases used in the cash-based interventions.
- Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
- Prepare and administer accurate lists of beneficiaries for the regular assistance through bank ATM/IRIS system in line with the procedures established by the office.
- Assist in developing and administering UNHCR Regular CBI database.
- Assist in the monthly reconciliation and refund process for the cash assistance project.
- Assist in preparing detailed reports and breakdown of the cash assistance provided to the refugees.
- Cross-check databases to ensure that all beneficiaries are active cases.
- Keep cash lists updated and free of duplications and ensure delivery of cash assistance to beneficiaries in a timely manner.
- Maintain relationships with partners to facilitate the flow of information between databases,
- Assist with the training of internal staff and partners on how to use the database,
- Execute best practice in data protection standards and help to positively influence others,
- Troubleshoot issues with the database and work with internal teams to provide technical fixes,
- Inform and act on the reports and messages that are received from various units on different vulnerable cases in respect to financial assistance.
- Support in the co-ordination with different partners and focal points on lists of beneficiaries reflecting situation of cash assistance.
- Undertake missions and field visits to bank service provider to monitor the cash project.
- Represent UNHCR at the cash-assistance related meetings.
- Liaise with internal stakeholders and partners.
- Develop improvements to the database and related workflows.
- Direct incidents and problems to the supervisor when they cannot be resolved at their level.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Relevant Job Experience
Essential
Previous data management experience, preferable in CBI context. Excellent knowledge of computer software and database applications. Experience in Microsoft SQL Server (2005 or later).

Desirable
Knowledge of UNHCR programmes and activities. Experience in cash-based interventions, particularly in a refugee response context. Working experience in C# and ASP.net. Working experience with statistical software such as R, Python, Stata etc.

Desired Candidate Profile

The incumbent should have experience working in a conflict or disaster-affected contexts implementing programming related to Cash Based Interventions (CBI) in emergencies serving IDPs, refugees and host communities. S/he must have demonstrated capacity to technically support partners to conduct needs assessments, response planning, implementation, and post-distribution monitoring, and be familiar with vulnerability / targeting criteria and ActivityInfo output reporting. S/he should demonstrate knowledge of UN/UNHCR financial rules and policies, and possess prior experience with software applications used for CBI planning, implementation, monitoring and evaluation, such as Excel, CashAssist, Cloud ERP and Kobo. Prior experience in planning and conducting market and cash feasibility assessments would be an asset. S/he should also possess prior representation experience in inter-agency cash coordination forums.


The incumbent should have capacity to apply key protection mainstreaming principles including Do No Harm, AGDM, PSEA, AAP in the implementation of routine tasks. S/he should have demonstrated ability to coordinate effectively with a diverse team, as well as authorities, partners, financial service providers, community leaders and people we serve. S/he must also have flexibility to take on different tasks, and to multi-task, in response to contextual changes and shifting organizational priorities.

• Familiarity with IASC and RCF coordination architecture.
• Familiarity with UNHCR’s operations in Darfur.

The incumbent of this position reports to the Assistant Programme Officer based in Zalengei, and is expected to provide day-to-day leadership for matters related to Cash-Based Interventions (CBI) in Darfur region. This includes leading the implementation, monitoring and evaluation of CBI activities undertaken by UNHCR, provision of technical support to UNHCR partners, and contributing to technical standards and SOPs on CBI-related issues among operational partners via representation of UNHCR in inter-agency cash coordination forums at state, regional or national level. Conflict and natural hazard (flood & fire) related CBI needs outstrip the currently available resources, therefore the incumbent is expected to contribute to advocacy and resource mobilization initiatives intended to expand the CBI response.

This position under Programme Unit is responsible for wholistic coordination of the multi-functional team (MFT) in risks reviews, monitoring, tracking, and reporting of CBI processes. The incumbent is expected to work with the MFT to ensure active participation by relevant stakeholders in all phases of CBI implementation. Additionally, he/she will be the focal person for engagement with Financial Service Providers (FSPs) in Darfur. S/he is expected to ensure adherence at Darfur level of staff, partners and financial service providers to technical standards and financial procedures for CBI set by UNHCR, including CBI Standard operating procedures (SOPs) for Sudan operation, and UNHCR’s Administrative Instructions on the Financial Procedures for Cash-Based Interventions.

The incumbent is expected to be based in Zalengei and to undertake regular field missions to support CBI initiatives and partners in Darfur.
