Senior Driver

Organizational Setting and Work Relationships
The Senior Driver mainly drives for the Head of Office and other high ranking officials. The incumbent is normally supervised directly by the Administrative Officer/Associate/Assistant or other staff member when the scale of the Operation so requires it. Besides driving, s/he is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While basic function of a Senior Driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles and may perform clerical, maintenance and other support services that deem necessary for office administration. S/he may as well provide interpretation services.

The Senior Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR's core values of professionalism, integrity and respect for diversity.

Duties
- Drive UNHCR vehicle mainly for the Head of Office and other high ranking officials.
- Drive UNHCR vehicles for the transport of authorized passengers, deliver and collect documents, and other items.
- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
- Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
- Perform minor repairs and arrange for other repairs and ensure that the vehicle is kept clean.
- Ensure that the steps required by rules and regulations, or other local requirements, are taken in case of involvement in an accident.
- Log official trips, daily mileage, gas consumption, oil changes, greasing, etc. and prepare reports on usage as required.
- Ensures valid documentation for passengers, items or cargo in vehicle.
- In the absence of an interpreter, assist with basic interpretation services.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Nature of Position:

The total population is 299,383 with 99% (295,748) registered and 1% (3,635) unregistered. The population is distributed as follows: 218,199 individuals (73%) in Kakuma camps, 79,016 individuals (26%) in Kalobeyei settlement, and 2,168 individuals (1%) in Urban Eldoret Area. Women and children make up 76% of the population. In line with the Global Compact on Refugee (GCR) and the MYMP Strategy, Kakuma operation focuses its strategy on further expanding the protection of refugees and promoting solutions. In close collaboration with the government of Kenya, UN Agencies including the World Bank/IFC and NGOs, the operation in Kakuma developed a major initiative – Kalobeyei integrated Socio-Economic Plan (KISEDP), and the various development projects financed by the World Bank (K-DRDIP), IFC (KKCF), EU-INTPA, and other development actors, which represents the main vehicle for operationalizing GCR in Kenya. In February 2022, Government of Kenya stated its intention to transition from camps to integrated settlements under a Plan to be developed, which has been termed the “Shirika Plan”. In April 2022, the Government articulated the shift in the Government’s approach to refugee management by transforming refugee camps into integrated settlements for both refugees and host communities.

The incumbent shall also be required to act as head of transport section in the absence of Senior Driver. She/he will be required to drive Head of Sub-Office/OIC and high-level mission delegates. She/he will update data information on fuel usage, and maintenance and repairs of UNHCR Fleets using Fleet Wave platform. She/he will also submit fleet weekly sitrep on weekly basis on serviceability of the fleets. Support the identification and seek to seize opportunities impacting objectives in responsibility by raising issues and concerns regarding vehicles to a supervisor or to relevant functional manager(s).

Living and Working Conditions:

Kenya is a country that enjoys social stability resulting from the smooth functioning of state institutions with a good level of infrastructure (e.g. roads, distribution of water, electricity, etc.) and a popular tourist destination. The current Security Level in the capital and in SRM Area 1A: Northern Rift Valley (Kakuma, Lodwar) is Moderate -3. All UN personnel must comply with UNDSS procedures and recommendations during their assignment to Kakuma. Kakuma is a non-family duty station with a hardship classified E, its living conditions are difficult, but the social climate is calm. Staff are expected to return from refugee camps and integrated settlement to the UNHCR compound by 18:00 hours. The weather is hot, dry, and sunny. Windy storms are common in December and more pronounced in January till March. Long rains start in mid-March and end in June. Some of the hazards in the Kakuma operation includes dust storms, heat exhaustion, flooding, and presence of different insects, snakes, scorpions, and high risk of malaria. Rain showers usually results in large muddy areas and overflowing of seasonal rivers which limits staff movements.

 Staff live in UNHCR-provided accommodation; the facilities are generally of acceptable condition. Residential rooms have bathrooms and necessities such as bed, wardrobe, TV, AC, refrigerators, and gas stove. Staff provide his/her own bedsheets, towels, and toiletries. The rooms are cleaned from Monday to Friday. Laundry is done separately for a fee. There is a cafeteria and bar run by a private company, where meals and drinks can be purchased. There is a gym within the compound and a basketball court at the outer perimeter. There are churches and mosques.

The incumbent will be briefed on conditions of accommodations, laundry, meals, communications, air and road transports, recreations, and others relevant information. However, staff members are charged rental fee predetermined by the organisation paid upfront on monthly basis. It is also possible to withdraw cash from automatic telling machines found in all banks here in Kakuma. There are limited banking facilities at Kakuma with two banks (Equity Bank & Kenya Commercial Bank) having branches locally; ATM machines accept some credit and debit cards, dispensing Kenyan Shillings. Internet and communications networks are available at the compound with fairly speed. The mobile telephone remains stable with 3G network.

Climatic conditions are relatively harsh, and despite fumigation of the compound, insects and even snakes are present in the environment on seasonal climate changes. UNHCR has established a satellite level 1 JMS medical clinic in the compound following COVID-19 situation readily available 24/7 hours; there is also Kakuma Mission Hospital where a doctor/Surgeon is deployed and paid for by UNHCR to provide assistance to refugees, but special arrangements can be made during emergencies for staff members. There are also some pharmacies within Kakuma with basic medical facilities. Evacuation opportunities are limited. Candidates with conditions requiring regular treatment or medical supervision should be appropriately advised. The yellow fever vaccine is compulsory and vaccination cards should be updated. Vaccinations against Meningococcal Meningitis and Hepatitis A and B are also recommended. The basic drugs are available in pharmacies, and chemist shops in Kakuma Town, but it is recommended to bring specific prescription drugs.
