JOB CONTEXT:

Humanity & Inclusion (HI) Ukraine Program Overview:

  1. Program Focus: HI has been operating in Ukraine and Moldova since the start of the war, aligning its interventions with Ukraine's Flash Appeal and Regional Refugee Response Plan. Key areas of focus include:
  • Health: Providing access to physical rehabilitation, mental health, and psychosocial services for conflict-affected populations.
  • Protection: Delivering multi-sectoral services to vulnerable groups and promoting disability-inclusive responses.
  • Armed Violence Reduction (AVR): Addressing Explosive Ordnance (EO) contamination through EO Risk Education and Conflict Preparedness and Protection (CPP).
  • Basic Needs: Providing hygiene and non-food kits to displaced households through in-kind or cash-based transfers.
  • Logistics: Offering mutualized storage and transportation services (ATLAS Logistique) to support other humanitarian actors with "last-mile" assistance delivery.
  • Program Details:
    • Annual Budget: 8-10M€
    • Staff: 255 personnel
    • Donors: ECHO, BHA, CDC, GmFA, GAC, UHF, EHRC
    • Partners: Ministries of Health, Social Affairs, and Reintegration, local organizations, hospitals, and collective centers.
    • Challenges: The program is still in its early stages, with a primary focus on expanding activities in conflict-affected eastern Ukraine.
  • Security & Logistics:
    • The security situation is stable but includes air alerts and frequent attacks on energy infrastructure, affecting power, water, and communication networks.
    • HI Hubs: The program operates from two hubs—Dnipro (East) and Chernivtsi (West), with coordination in Kyiv. Activities are also ongoing in cities like Lviv, Kharkiv, and Vinnytsia.
    • Living & Travel: HI staff live in guesthouses or hotels near offices and amenities. Travel between sites is facilitated by car or train.

    YOUR MISSION:

    Humanity & Inclusion (HI) is seeking an AVR Technical Specialist to support our humanitarian work in Ukraine. Under the guidance of the Technical Head of Programme, you will help lead the implementation of HI’s activities in Ukraine, ensuring technical excellence and contributing to the long-term strategy of the organization.

    Key Responsibilities:

    1. Provide Technical Expertise
    • Support the development and implementation of regional and global strategies.
    • Ensure the quality and relevance of HI's AVR projects in Ukraine, following global technical standards.
    • Monitor and evaluate project outcomes, ensuring continuous learning and improvement.
    • Ensure compliance with humanitarian and technical standards in all projects.
  • Influence & Representation
    • Represent HI’s expertise in AVR, strengthening its reputation in Ukraine and beyond.
    • Contribute to relevant networks and working groups, such as the MA AoR and VA WG.
  • Business Development
    • Identify new opportunities and help develop major projects to expand HI's impact in Ukraine.
  • Emergency Preparedness & Response
    • Contribute to emergency preparedness activities.
    • Adapt and respond effectively to emergencies, ensuring HI’s humanitarian efforts are timely and effective.

    Requirements

    YOUR PROFILE:

    Knowledge

    • Strong theoretical and operational knowledge of AVR activities (EORE, Victim Assistance, land release, conflict transformation) and conflict sensitivity.
    • Certification in EOD or Non-Technical Survey is a plus.

    Experience

    • At least 5 years of experience in technical support and strategic guidance across multiple AVR areas (EORE/CPP, VA, land release, conflict transformation, advocacy).
    • Experience in capacity building, mentoring, and designing integrated mine action projects.
    • Skilled in delivering specialized trainings under tight timelines, with an ability to simplify complex information without compromising quality.

    Interpersonal Skills

    • Empathy, patience, and cultural sensitivity.
    • Strong conflict awareness and ability to lead by example.

    • 12 months International contract starting from ASAP;

    • Salary from 2757 € gross/month upon experience;
    • Perdiem: 521,05€ net/month - paid in payroll
    • Hardship: 500 € net/month paid with your salary;
    • Paid leaves: 25 days per year;
    • R&R: according to the level of the mission 5 days every 8 weeks => + possible transport/package support;
    • Position: Unaccompanied:
      • Payment for travel costs (air ticket & visa) and transport of your personal effects;
      • Mission of more than 12 months: a child allowance of 100€ per month, per child paid in payroll;
    • Housing: Collective / Individual taken in charge by HI;
    • If you are resident in the country: local package
