The ICRC Jordan Delegation is looking for two (2) HR Officers (HR Generalist) to contribute to the execution of its institution’s People Strategy in true letter and spirit and in partnership with other key stakeholders.
CONTEXT
ICRC staff members are the organization's greatest asset in implementing its humanitarian mission to protect and assist people affected by armed conflict and other situations of violence. The ICRC seeks to safeguard high standards of integrity and professionalism, providing the ethical and behavioral framework that all staff are expected to respect in their daily work. The ICRC Code of Conduct (CoC) contains essential rules of behavior that reflect the values underpinning the ICRC's mission. Working collaboratively with internal and external stakeholders.
PURPOSE
HR Officer is responsible for Strategic, Operational, and Administrative work pertaining to different facets of HR while covering the entire Employee Life Cycle in line with ICRC strategies, policies as well as applicable Jordanian laws and regulations.

Interacts with all internal and external key stakeholders.
GENERAL DUTIES
· Be aware of the delegation’s objectives and activities.
· Understand the three components of the Red Cross/Red Crescent Movement.
· Apply the security rules at all times.
· Respect and observe the staff regulations of the ICRC in Jordan.
· The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.
MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES
1. Generals
- Understand and know all staff-management policies in the delegation.
- Ensure that staff-management policies are applied correctly.
- Propose and apply improvement of HR Policies and Procedures.
- Monitor and ensure compliance with local labor law and staff regulations.
- HR Strategic Responsibilities
- To contribute in design, development and execution of different Strategic HR Initiatives
- To support the Delegation in the execution of its Leadership Development Program
- To support the Delegation in the execution and maintaining of its Resident Staff Talent Pool
- To support the execution of the Delegation’s Capacity Building Program to empower the general support staff working at junior level (e.g. grade A).
- Contribute in the development and execution of the key organizational strategies
2. HR Administration
- Contributes to conflict management and disciplinary action in coordination with the line manager. Prepares consultation drafts related to HR issues, in coordination with the HR Manager, consults with the lawyer for Legal Advice.
- Ensures Staff Regulations are well explained and understood.
- Draft and type new ICRC contracts and attestation of employment in Arabic and English.
- Enters employee data on Strategic/ HRspace and ensures correctness and coherence.
- Train the t other HR Staff in handling the responsibilities of administrative work.
- Issue HR letters of upgrades, salary increases, responsibility allowances, warning letters, resignation acceptance, termination letters recommendation letters, and ICRC contracts.
- Upon the HR manager's request on mapping /remapping positions, initiate the (Grading Review) of the staff by sending the forms request to the talent manager/ GVA for validation.
- Issue Amendment of Contract for employees in temporary posting; change status in HR space (create the mobile position).
3. HR space Management:
- In charge of HR admin role of the HR space (update the organizational chart, change in salaries, cost centers, and other employment information).
- Facilitates requests to the HR Shared Services and GVA services.
4. Registering in the HRSpace & Staff Onboarding
- Handle the responsibility of the hired new employees (send recruitment documents, and reference checks to be shared with the line manager, follow up with the health focal point for the medical green light, and ensure all papers submitted to HR are completed).
- Create the position & profile in the HR space and assign it to the ICRC newcomer.
- Issue the ICRC contract.
- Ensure that the new staff finalize the mandatory ICRC online training course & submit to HR the Job description duly signed.
5. Staff Training (Institutional & iDevelop)
- Provides the lists of available internal training.
- Registers and files training certificates/diplomas in the personal file.
- Manages and defines language-training policies based on the needs.
- Checks iDevelop requests (guides the employees to follow up on the iDevelop procedure & policy.
- Provide names of the new staff members to LnD for working with the ICRC introduction course.
- In coordination with the HR manager, prepares the list of ICRC functions and sets the ICRC courses needed for each function.
- In cooperation with the HR manager and units, set priorities for courses for each staff needing the course.
- Conduct regular Policy of the Month” sessions or orient staff on the ICRC policy via email.
6. Performance Management & Development (PMD)
- Launches and deletes PMD for the employees.
- Follows up on the status and statistical data on the PMD (export PMD reports when needed to be shared with the HR manager) and guides the employees to fill in their objectives according to the PMD standards.
- Sending reminders to the employees to ensure meeting the deadline of the PMD process and its steps.
- Communicate with GVA HR Shared Services (send ticket) to solve technical issues.
- Keep track of Internal Mobility (incoming/ outgoing missions, Contract amendments, correspondence)
- Coordinate with the respective line managers to identify potential staff who may take the management & leadership positions.
7. GENERAL MANAGEMENT
- Attends and participates in admin meetings.
- Reports on occurred problems immediately.
- Provide statistics or other reports when required.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
- University degree in a field of study relevant to the post or additional professional and institutional experience in a relevant function.
- 4 - 6 years of work experience in a similar function.
- Excellent knowledge of written and spoken English.
- Very good computer skills, incl. spreadsheets and ICRC standard software.
- Capacity to apply ICRC rules and procedures.
- Capacity to treat information confidentially.
- Team leadership skills.
- Very good negotiation skills.
