Mercy Corps is looking for one (1), experienced, qualified Program Assistant (PA), who under the guidance and support of the Senior program officer and Program Officer will be responsible for the implementation of HPSC program activities in Rhino camp refugee settlement. The job roles and responsibilities will include building positive relationships with local authorities, mobilization of program participants, ensuring routine implementation and monitoring of activities, work planning and compiling activity reports and after-action-reviews to inform decision making processes. S/he will be creative, action-oriented, with strong experience in livelihoods programming in a refugee context.
Further S/he will be charged with the responsibility of strengthening relationships with existing community structures, sensitization of program participants, creating after-action-reviews and any other activity as needed. S/he will be a creative, action-oriented and problem solver.
Essential Job Functions:
1.Planning, developing, and implementing program activities
- Work with the Senior program officer and program officer to support all aspects of the program implementation in the target geographic areas.
- In coordination with the senior program officer and program officer, plan, implement and monitor all program activities.

Collaboration/Networking
- Establish and maintain good coordination and working relationships with OPM, UNHCR, district and sub-county leaders, representing Mercy Corps, and soliciting participation in activities where appropriate as and when needed.
- Ensure close coordination and sharing of information with relevant stakeholders such as local government, NGOs, and local authorities, as appropriate and advised by the line manager.

Representation and Coordination
- Support coordination, partnership, and related activities with the relevant stakeholders.
- Maintain close working relationships with sister organizations, and local partners, including representing MercyCorps at local coordination meetings.
- Conduct himself/herself both professionally and ethically in appropriate manner to bring credit to Mercy Corps Uganda and to not jeopardize its humanitarian values and mission.

Documentation, Monitoring, Evaluation and Reporting
- Work closely with the Senior program officer, program officer and monitoring and evaluation staff to capture data for measuring output and impact of the program; and to ensure accurate and timely flow of information from the field.
- Prepare and submit timely weekly, monthly, and quarterly reports that will be indicative of program progress during implementation and respond to queries when required.
- Compile reports on activities implemented with attendance lists ,photos and detailing achievements and challenges encountered if any and possible solutions.
- Maintain proper filing in the office while ensuring hard copies of files are properly tagged.
- Support all efforts towards accountability, specifically to direct program participants, engaging them as equal partners in the design, implementation, monitoring and evaluation of program activities.
Knowledge and Experience
- Bachelor’s degree or Diploma in agriculture, agribusiness,business administration, microfinance, entrepreneurship, economic development, or other relevant fields required.
- Sound Knowledge and experience in perma gardening and Mother care group methodology approach are highly desired.
- Sound Knowledge of savings methodologies-VSLA, SILC, ROSCA is desirable.
- Experience in working in refugee settlements is preferred.
- Excellent (English) verbal and written communication skills. Language skills in Lugbara, Aringa, Kakwa, Juba-Arabic, highly valued.
- Strong computer literacy with a full knowledge of office/Microsoft 365.
- Strong writing, communication, organization, prioritization and negotiating skills.
- Excellent teamwork abilities and interpersonal skills.
- Excellent attention to detail and ability to complete tasks in a timely manner.
- Demonstrated flexibility, creativity, and enthusiasm as well as a willingness to learn and to be continually adaptive within a dynamic and often self-directed working environment.
- Willingness to spend much time in the field and work closely with program target groups.
- Must possess a valid Motorcycle driving permit. The position is based in the West Nile region of Uganda-Rhino camp refugee settlement.
