Currently we operate in the regional states of Afar, Amhara, Gambella, Oromia, Somali, Sidama, Southern Ethiopia, Tigray and Addis Ababa city administration working with a diverse base of donors that includes United States Agency for International Development (USAID), European Union, GAC, Hilton Foundation, United Nations (UN), JOA, Sweden, EKN, and other foundations.
Program / Department Summary
ER-CAP is a 5-year project by Mercy Corps, DRC, and First Consult Development. It aims to improve the economic adaptation, protection, and recovery of conflict-affected populations in three regions: Afar (Abaala), Tigray (Mekelle), and Amhara (Woldiya). The program will benefit 43,540 individuals, focusing on IDPs, returnee women, youth and marginalized groups. It uses a conflict-sensitive, systems-strengthening, climate-smart and inclusive approach to enhance systems that support economic recovery. The expected outcomes include resilient livelihoods, improved access to financial products and services, and enhanced capacity to mitigate protection risks.
ER-CAP aims to improve the economic condition of conflict-affected communities by strengthening MSMEs, improving crop and livestock value chains, and providing income-generating opportunities. It includes providing affordable financial products and technology through partnerships with financial service providers, conducting GESI dialogues, and identifying business ideas for economic activities in displacement settings.
General Position Summary
The Monitoring Results Manager is pivotal to the implementation of the ER-CAP MEL approaches, with a specific focus on impact measurement, documentation of learnings on piloting of innovative financing tools and market actors engagement in post conflict early recovery context. The MR Manager will work across component teams and with partners to ensure recovery efforts and their impact are effectively measured as well as support the resilience learning agenda. In coordination with the Project Manager and the MEL/CARM specialists, she/he will be responsible for developing, coordinating, maintaining, and constantly improving the program-wide M&E systems using relevant knowledge and evidence to guide program strategy, support adaptive management and continuous improvement, and advance learning.
Essential Job Responsibilities
Strategy and vision
Provide strategic leadership to field MEL team in improving program quality and performance, as well as feed into the broader ER-CAP M&E system and approaches, in close coordination with regional program coordinators and MEL/CARM specialists.
Designing and providing leadership on activities for building data literacy skills important for interpreting and acting on intervention and overall program-level data
Contributing to the development of decision support tools and analytical products to integrate evidence into program design, monitoring, evaluation, and management.
Collaborate with technical leads across the program and build processes for regular feedback loops to ensure integrated program delivery and adaptive management.
Program Management
Implement M&E systems with utility and program quality in mind, providing program team real time information that can steer program implementation as well as informing regional level stakeholders and strategic program direction and that helps strategize future program interventions.
Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on TolaData (digital tool developed by MC) and CommCare (ODK-based mobile data collection tool) and the periodic reflection and analysis of program monitoring data to disseminate learning
Build the capacity of partners and financial service providers on regular monitoring and documentation skills in contribution with the overall impact measurement
Update and implement the Activity Monitoring, Evaluation and Learning Plan (A-MELP) inclusive of IPTT with indicators, pivot log, measurement details and annual targets.
Update indicator performance tracking in Mercy Corps’ TolaData platform.
Facilitating learning events and bilateral sessions with key program stakeholders (particularly at regional level) using evidence to draw insights on and estimate individual contribution to collective resilience outcomes
Manage the Learning and Research Plan to track and document evidence around critical learning questions and coordinate learning activities toward answering them.
Support with quality documentation through comprehensive quality writing, and synthesizing evidence to generate knowledge and learning products
Team Management
Develop the capacity of the team, deepen understanding of their roles and assist with career development.
Assist team members with information, tools and resources to improve performance & reach objectives.
Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one one-on-ones and performance reviews.
Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Play an active role in hiring, orienting and leading team members as necessary.
Influence and compliance management
Ensure compliance with donor and Mercy Corps regulations related to humanitarian and durable solutions programming.
Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.
Influence and representation
Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
Communicate effectively to ensure overall program targets and donor obligations are met.
Security
Ensure compliance with security procedures and policies as determined by country leadership.
Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning
As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field programs.
Supervisory Responsibility
This position will have technical supervisory responsibility for MEL team members (specialists and officers) working on the Humanitarian and Durable Solutions portfolios.

Knowledge and Experience
BA/S or equivalent, preferably in Economics, Statistics, business administration, public administration or international development. MA/S in similar relevant fields preferred.
5 years of professional experience in a relevant field for international development programs; USAID or other donor, or NGO preferred.
A minimum of 4 years of experience in monitoring and evaluation management on development or recovery programming.
A minimum of 4 years of experience in monitoring and evaluation management on market systems development programming, including:
Undertaking market assessments and writing market assessment reports
Participating in the design of MSD programs and supporting proposal development
Supporting development of robust results measurement systems, measuring impact on beneficiaries and system change
Demonstrating strong theoretical and applied knowledge of the field of expertise.
Experience with Data Analysis, Visualization and ArcGIS or other geographic information systems preferred but not required.
Ability to prepare clear and concise reports.
High degree of computer literacy; Excel and Word skills are essential.
Ability to manage and meet deadlines.
Ability to work independently on multi-task load.
Excellent communication and organizational skills.
Fluency in written and oral English and Amharic languages. Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
Basic mathematical skills and able to perform job specific mathematics with experience in statistical analysis and statistical software.
Should also have experience in experimental design of evaluations.
