Program / Department Summary

ER-CAP is a 5-year project by Mercy Corps, DRC, and First Consult Development. It aims to improve the economic adaptation, protection, and recovery of conflict-affected populations in three regions: Afar (Abaala), Tigray (Mekelle), and Amhara (Woldiya). The program will benefit 43,540 individuals, focusing on IDPs, returnee women, youth and marginalized groups. It uses a conflict-sensitive, systems-strengthening, climate-smart and inclusive approach to enhance systems that support economic recovery. The expected outcomes include resilient livelihoods, improved access to financial products and services, and enhanced capacity to mitigate protection risks.

ER-CAP aims to improve the economic condition of conflict-affected communities by strengthening MSMEs, improving crop and livestock value chains, and providing income-generating opportunities. It includes providing affordable financial products and technology through partnerships with financial service providers, conducting GESI dialogues, and identifying business ideas for economic activities in displacement settings.

General Position Summary

Mercy Corps is seeking candidates for a Monitoring, Evaluation and Learning (MEL) and CARM Specialist who will support and lead the MEL and CARM Activities of ER-CAP in Tigray Region. This will require close cooperation with other technical field level staff, Country MEL/CLA team at field level and in Addis Ababa, as well as partners and stakeholders.

He/she will work closely with the ER-CAP Monitoring and Results Measurement Manager and the Project Coordinator to coordinate the collection, compilation, consolidation, and analysis of data, while monitoring ER-CAP’s progress.  He/she will lead the MEL system for indicators tracking & reporting, including evidence gathering, reflective practice, lessons learned generation, success stories documentation, and dissemination; and the implementation of feedback response mechanisms with ER-CAP’s partners, stakeholders, and beneficiaries.

ESSENTIAL JOB FUNCTIONS:

  • MEL Strategy Implementation and Review-working closely with the Monitoring and Results Measurement Manager in Addis Ababa, the candidate will lead the implementation of the MEL strategy in the three regions, ensuring all partners and their staff understand the strategy and its work plan. He/she will also ensure that the MEL strategy and MEL activities are monitored and reviewed periodically to make changes based on regular staff, partners and stakeholders’ reflections and lessons learned. He/she works with the program manager to make sure that cross learning and coordination takes place among technical teams in the field. He/she will lead the CNMS (Concept Note Management System), IPTS (Institutional Tracking System) and TolaData for indicator tracking and reporting.
  • Oversight of M&E Plan Implementation– The MEL Specialist works closely with the RIPA MEL Advisor and Country MEL Manager in Addis Ababa to ensure data is timely and accurate from partners, following up and doing data audits when necessary. The MEL Specialist monitors other programmatic compliance at field level through document audits using a variety of methods and assists partners in performing random spot checks and assessments as planned.
  • CARM The MEL and CARM Specialist will initiate the establishment of feedback collection channels as a key step. Their pivotal role includes overseeing the implementation of CARM, with a focus on collecting feedback from program participants and closing feedback loops. To ensure the effectiveness of feedback channels, the specialist will perform field visits and spot checks. Subsequently, they will undertake the development of Standard Operating Procedures (SOPs) specific to the program's CARM, capturing programmatic adaptations based on monthly CARM feedback. The specialist will also share valuable lessons learned. As part of their routine, regular updates on the status and developments related to high-level CARM cases will be provided, either on a monthly or bi-weekly basis.
  • Staff Training and Capacity Building- Builds the capacity of all relevant team members to develop, review, and maintain an excellent M&E and CARM system, including regular reflection and analysis of program monitoring and feedback data and production of evidence-based recommendations and reports on a timely basis. He/she provides ongoing capacity building for incoming staff on M&E, CARM and assists program team and technical learning.
  • Evaluation and Assessments – Play a central role in supporting the baseline, mid-term and final evaluations and work with partners in the design, field-testing, data collection and analysis of any additional evaluation initiatives that may be required at program level.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Other duties as assigned by the Monitoring and Results Measurement Manager in Addis Ababa.

Works Directly With: All program team members working on the ER-CAP program, field-level Finance,  Country MEL Manager, Country Accountability and Safeguarding Advisor

Knowledge and Experience

  • Bachelor’s degree in social sciences, statistics, monitoring and evaluation, international development, communications, or related field is required or demonstrated equivalent work experience in the field.
  • Three to five years relevant field management experience, especially in the areas of monitoring and evaluation , learning, managing feedback response mechanism and knowledge management.
  • Strong management skills, with good understanding of relevant cross-cultural issues.
  • Demonstrated experience and ability to represent the organization and negotiate with a diverse range of government officials, local organizations, donors, and other groups for outcomes in the best interest of program implementation professionally and appropriately
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required
  • Strong written and oral communication skills in English, including report development, writing, and editing.
