1. General Background
     
After the 2010 earthquake in Haiti, UNHCR reopened its office in the Dominican Republic providing coordination and humanitarian response to people seeking International Protection. Since 2014, UNHCR has also been accompanying the Dominican authorities to achieve the effective implementation of national legislation seeking solutions for persons affected by the Constitutional Court ruling 168-13, in line with the Agenda 2030, as well as supporting capacity development of the national asylum system. UNHCR also co-leads the Platform R4V aiming to assist the Venezuelan population in the country.

Organizational Setting and Work Relationships

The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to forcibly displaced and stateless persons, thereby enabling actions to protect and to empower persons of we work with and for. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making.

Information and data management cover the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage, and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities. This is the data, information and analysis needed to deliver robust and comprehensive assessments and evaluations, and to support results-based planning, monitoring and reporting implemented by local institutions, UNHCR, its partners and other relevant stakeholders.
The role of the incumbent is: i) to provide the necessary quality assurance and technical support for the full range of data and information management and analysis activities to the country operation; ii) to ensure these processes are in accordance with technical standards for data and information management; and iii) to undertake country data and information management (definition, collection, analysis, storage and dissemination) activities. In addition, the incumbent is responsible for: i) coordinating with the multi-country office and regional bureaux, ii) liaise with relevant bodies on relevant data and statistical matters; iii) to monitor the quality of data and information management activities; iv) to design and implement country-based data strategies and systems; iii) to ensure data and information activities are implemented in according with data privacy policies, global data sharing agreements and data protection regulations; v) to communicate the status, value and importance of data; vi) to provide the data, information and analysis needed for analysis; and vii) to identify risks and opportunities based on insights derived from data.


2. Purpose and Scope of Assignment

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.

Under the supervision of the Protection Officer, the Associate Information and Data Management Officer will perform the following functions:

Coordinate data and information management activities
- Support data security, data protection and responsible data-sharing.
- Contribute to the design and implementation of data strategies and systems.
- Support the collection, storage, management and protection of data.
- Ensure consistency of data and results.
- Enhance coordination with information management staff based in the multi-country office in Washington and in the Americas Regional Bureau on data and information management efforts.
- Take part on the relevant IM networks.

Support offices with data and information management
- Support the analysis of primary and secondary data for evidence-informed decision making.
- Support the monitoring of data and information management activities in the Dominican Republic for integrity, veracity, reliability and credibility and compliance with policies.
- Provide technical and training support to the operation.
- Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
- Support planning process (standards, methodologies) with data and statistical analysis and quality assurance on Theories of Change and indicators.
- Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses.
- Review and assess country-specific data systems and needs and provide recommendations.

Undertake data and information management activities at the Country level
- Help consolidate data and information for analysis.
- Undertake data management activities (definition of needs, data collection, analysis, storage and dissemination).
- Take part in planning processes.
- Support the analysis of trends concerning changes at the outcome and impact levels.
- Develop information management products such as indicators, templates, maps and dashboards.
- Help ensure data is curated and stored in data registries and libraries in accordance with standards.
- Undertake geospatial and statistical analysis.
- Provide population movement tracking systems and other population data systems.
- Support web-based data portals.
- Support solutions for meeting ‘communication with communities’ information and data needs.

Work in close collaboration with
- All staff to further data literacy and assist in interpretation the data.
- Registration staff regarding the use of individual and personally identifiable data collected or managed by UNHCR.
- Programme staff on the data and information aspects of assessment, targeting and monitoring.
- Inter-agency staff on the development, coordination and monitoring of country responses plans.
- Protection staff on the design, implementation and analysis of protection and case monitoring systems.
- Senior management on the design and delivery of data and information management products for internal and external consumption and to understand and serve their information and knowledge needs.
- Perform other related duties as required.

The incumbent will not only perform her/his duties in close coordination with information management staff based in the multi-country office in Washington and the Las Americas Bureau but also liaising with other technical staff in governmental institutions, UNHCR’s partners and UN sister Agencies.

3. Monitoring and Progress Controls

The performance of the Associate Information and Data Management Officer will be monitored and periodically evaluated according to the quality of the tasks carried out, in line with the assignments described in the previous
section and the approved individual work plan, and in agreement with global protection policies and UNHCR standards.

In this sense, it will also be evaluated:
(i) Respect of the UNHCR Code of Conduct,
(ii) Adherence to the security protocols of UNHCR and United Nations, and
(iii) Participation in training activities provided by UNHCR, particularly through the Learn and
Connect platform.

4. Qualifications and Experience

Essential
Experience with data sharing, data management and data analysis to support policy formulation and implementation. Graduate degree in Applied Statistics, Applied Economics, Political Sciences or any relevant field or first university degree with additional years of related work experience and/or training/courses.

Desirable
Knowledge of national and international statistical systems; experience in data collection and analysis in field situations; knowledge of GIS and geospatial systems and techniques.
