Malteser International is the international humanitarian relief agency of the Sovereign Order of Malta. Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.
In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for an Accountability Officer for its office in Kyiv.
Under the supervision of the MEAL Manager, the Accountability Officer will ensure that beneficiaries of MI and its partners are informed about their rights and entitlements, participate in decision-making, and can share feedback and complaints. This role supports more effective programming by ensuring beneficiaries are satisfied with services in line with humanitarian principles. The accountability officer oversees information sharing, consultation, participation, and feedback and complaint mechanisms across the organization and partners. Additionally, they promote learning to improve projects and contribute to broader organizational learning.
Your responsibilities:
- Collect, consolidate, and direct feedback/complaints through various channels, ensuring timely responses aligned with the Accountability Framework.
- Analyse feedback data from MI and partners to identify trends, preparing monthly reports. Ensure timely and quality data collection, analysis, and reporting.
- Establish, operationalize, and align feedback and accountability systems with MI’s and international standards. Ensure affected communities are well-informed about programs and feedback mechanisms.
- Facilitate consultations and participation with affected communities at all project stages, sharing information and gathering feedback.
Promote a culture of accountability by conducting training on accountability and humanitarian principles and develop new materials to enhance accountability practices. - Engage in local accountability networks, represent MI at coordination meetings, and foster collaboration on humanitarian accountability.
- Perform other duties as assigned by Line Manager.
Your profile:
- University degree or/and master’s degree in social sciences, development, program evaluation, data science, economic policy, econometrics and operations research, or a related field
- Minimum 2 years of experience in MEAL /Data for INGOs or as a customer success officer or technical account officer role in IT with strong interest to work in the humanitarian sector.
- Excellent communication and influencing skills across a range of stakeholders and to build relations across work units, but particular with local partners.
- Strong ability and interest in working with local partners and building their capacities.
- Strong skills in Excel and experience with Kobo Toolbox data collection tool.
- Excellent organizational skills and ability to work independently, manage time and execute tasks.
- Ability to work in fast changing environment and to multi-task and context-switch effectively between different activities and teams.
- Fluency in both Ukrainian and English Languages (written and spoken)
