Since the start of the war in eastern Ukraine in 2014, Malteser International has been working with three local partner organizations in the sector of mental health and psycho-social support (MHPSS). As a result of the Russian attack in February 2022, Malteser International has expanded its humanitarian activities in Ukraine with a strong partner focus to include relief distributions in war-affected areas – winterization – a scale-up of Mental Health and Psycho-social support – as well as social support and cohesion.

In support of the current and envisioned program implementation and to reinforce the capacities of our local partners in Ukraine, Malteser International is looking for a Program Officer for its office in Lviv.

Under the supervision of the Program Manager, as a Program Officer, you will support the timely and high-quality project management for MI’s humanitarian response program in Ukraine, in coordination with local partners. In this role, you will support the project management functions during the scaling-up and exploration of new potential partner, conducting field and need assessment, developing quality proposals, providing technical support to partner’s quality and timely project implementation as well as supporting reportorial requirements  for  MI, clusters, partners and institutional donors

Your responsibilities:

  • In cooperation with the Program Manager, support the timely and high-quality project cycle management for MI`s humanitarian response program in Ukraine, in coordination with local partners. 
  • Contribute to the development and conduct of needs assessments, concept notes and proposals for new projects, ensuring consideration for humanitarian standards and cross-cutting issues. 
  • Support in the timely follow-up and submission for partner projects and donor reports. 
  • Support the planning and conduct of regular field monitoring visits to partners and support discussions on identified needs/ gaps and opportunities based on the changing context.
  • Support the identification and development of staff capacity of the partner’s program team through on-the-job training and specific capacity-building measures.
  • Build and maintain good relations with partner organizations, national authorities, international and national organizations’, donors, and other stakeholders in Ukraine.  
  • Perform other duties as assigned by Line Manager.

Your profile:

  • University degree in social sciences/work, child protection, human rights, or relevant area. A master’s degree or professional Project Cycle Management Certification (e.g. PDM Pro) is an asset.
  • 2years progressively advanced working experience in project management  ..
  • At least 2 years of proven experience in similar positions with international NGOs. 
  • With experience of working with partners and by using participatory approach as well as of coordinating responses with a range of actors, including Government authorities, national/ local organizations, NGOs, UN.
  • Ability to achieve results and maintain consistent high standards of professional behavior including when working alone.
  • Fluency in both Ukrainian and English Languages (written and spoken);
