1. Project Background
The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing the Infrastructure for Tomorrow with sustainability at its core. The Sustainability and Fiduciary Solutions Department (SFD) contributes to AIIB’s commitment to sustainable development through the implementation of its sustainability and fiduciary governance policies in projects that it finances. Operational procurement team in SFD is planning to hire a Procurement Consultant located in Brazil responsible for supporting AIIB procurement specialists to implement the AIIB’s operational procurement policies and procedures in AIIB financed projects in Brazil and surrounding regions.
2. Objectives of the Assignment
The main objective is to engage an experienced Procurement Consultant to support the work of the operational procurement Team in preparing and implementing the project(s) in Brazil.
3. Scope of Services
The assignment primarily requires the Procurement Consultant to provide procurement guidance and support to both Recipient and Bank staff, supporting the successful delivery of the project(s). The Procurement Consultant will be responsible for implementing AIIB’s operational procurement policies and procedures, ensuring that their application by recipients of AIIB financing is consistent, efficient, fair, and transparent, and that procurement under an AIIB project is conducted on a fit-for-purpose and value-for-money basis.
4. Consultancy Output / Deliverables
Conduct project procurement risk assessments and provide recommendations of risk mitigation measures on both policy and regulatory compliance. Review the Recipients’ proposed project delivery strategy and procurement plan. Review tender documentation, tender evaluation reports, draft contracts and contract management arrangements for prior review contracts for goods, works, non-consulting services and consulting services. Review complaints from tenderers/consultants arising from the Recipient’s procurement process. Review and analyze the suitability of country procurement systems for application by the Recipient under AIIB-financed project. Provide business opportunity outreach on AIIB-financed projects to both the international and local business communities. Provide training on project procurement issues, and advice on the implementation of the Bank’s procurement policy.
5. Implementation Arrangement
The Procurement Consultant will support the Bank’s operational procurement team in preparation and implementation of projects financed by AIIB in Brazil and surrounding regions.
6. Support to the Consultant by the Bank
The Bank’s Procurement Specialists will coordinate with the Client to ensure the requested documents/data are available to the Consultant.
7. Knowledge Transfer and Training
The consultant will be required to conduct training sessions for the Recipients and the team if needed.
Qualification Requirement
Minimum 8-10 years of procurement experience in infrastructure projects financed by multilateral development banks (MDBs) or equivalent organizations. Sound knowledge and experience of international best practices in infrastructure tendering and contracting strategies. Professional knowledge of public procurement systems and legislations in Brazil, as well as international and national procurement policies and procedures. Experience working with MDBs and/or other international/bilateral aid agencies on procurement policies and procedures. Experience with procurement by private sector entities, non-sovereign operations, public-private partnerships (PPPs), concessions and similar arrangements, is an advantage. An effective communicator with demonstrable analytical, project management and problem-solving skills. Proven track record in managing integrity issues with vendors, using best-in-class management processes, while adhering to the highest standards of integrity. Proficiency in both verbal and written communication in English and local official language (Portuguese) is required.
