OBJECTIVES OF THE PROGRAMME

The office of Budget and Finance Unit (BFU) provides full range of administrative and financial support services to all regional activities and programmes to facilitate the achievement of WHO objectives. This team aims to assist in carrying out an effective, timely financial and accounting support services at all levels of the Organization.

DESCRIPTION OF DUTIES

  1. Take the lead role in the preparation and execution of the assessment plan (including budgetary requirements) for DFC and GLOA implementing partners in WPRO.
  2. Coordinate and review contracts with third party service providers in relation to IP assessment and third-party audits. Review reports and outputs submitted by third party service providers.
  3. Lead the preparation and implementation of the DFC, GLOA and DI risk assurance framework including spot checks, desk reviews, Regional Office post-facto verification, compliance team country missions and third-party audit. Review all reports related thereto.
  4. Ensure that the Global Assurance Sharepoint is up-to-date
  5. Prepare and publish regular reports to monitor the status of implementation of activities and liquidation of advances.
  6. Promote capacity building and provide training, guidance and advice to country office staff on DFC, DI and GLOA procedures to strengthen the management of Implementing partners assurance activities and to ensure that key internal control measures are in place. Coordinate with the Global Assurance Hub (GAH) and Budget Centers to harmonize the practices within the WP Region.
  7. Serve as focal person for internal and external audit of DFCs, GLOA and DI.
  8. Perform other related duties, as required

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Business Administration, Financial Management, Auditing or other similar fields.
Desirable: Advanced University degree (Master’s or higher) in one of the above-mentioned areas. Professional Certification in auditing/accounting, such as Certified Internal Auditor, Certified Public Accountant or Chartered Accountant.

Experience

Essential: A minimum of two years experience in auditing, internal control, risk management or financial management.
Desirable: Familiarity with the UN Harmonized Approach on Cash Transfer (HACT). Experience working in an international organization such as United Nations agencies. Relevant international exposure is an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2074 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
