Background
SOS Children's Villages Ethiopia is a non-governmental, non-political, and non-denominational charitable organization dedicated to child welfare. For over 50 years, we have been committed to creating families for children in need, empowering them to shape their own futures, and fostering community development. Our approach is firmly rooted in the best interests of the child.
We assist vulnerable families in caring for their children while working diligently to prevent the breakdown of parental care. When children can no longer remain with their families, we provide high-quality alternative care through SOS families or supported foster care. We also support young individuals as they transition into independent adulthood, equipping them with the skills necessary for success.
Our partnerships with donors, communities, governments, and other organizations enable us to reach the children most in need. In times of emergency, we focus on delivering humanitarian assistance, care, and protection for children and families, coordinating our efforts with government agencies and other relief organizations. We continuously assess the impact of our programs to ensure effectiveness and accountability.
The Dutch Relief Alliance (DRA) was formed by a group of Dutch humanitarian organizations that work in partnership with the Netherlands’ Ministry of Foreign Affairs. The DRA has been collaborating with over 100 local organizations around the world since 2015. The DRA works on the ground to deliver equitable humanitarian aid: life-saving assistance based on solid humanitarian response plans and best practices. Over the years, the DRA has provided humanitarian aid to more than 4 million people in 22 crises. The 14 members of the DRA work together in closely coordinated joint responses across the world and started several Acute Crisis Joint Responses (of 6 months each) in Ethiopia such as the Desert Locust, COVID-19, Tigray, and Drought Joint Responses, EJR 2022-2023 while having started another Protracted Crisis Joint Response for Ethiopia in 2024 in Oromia and Amhara Regions with 5 DRA members and 7 local NGOs.
SOS Children's Villages in Ethiopia is leading the implementation of the Duch Relief Alliance (DRA) project,[MK1] in collaboration with joint response partners working in hard and volatile security environment. While most of the partner organizations have some level of capacity in terms of safety and security, some have no or limited capacity including basic awareness of safety and security. Hence, this training will serve as a refresher for those who have some level or advanced level of capacity emplace.
To enhance the partners' ability to manage safety and security threats during project implementation, the DRA has prioritized building their capacity. Therefore, SOS Children's Villages in Ethiopia plans to engage a consulting firm to deliver safety and security training for key staff members of these partner organizations.
Objectives
The primary objective of this training program is to enhance the capacity of 12 partner organizations implementing Duch Relief Alliance project, which are actively operating in various regions of Ethiopia. This initiative aims to empower these organizations to implement their program activities effectively while ensuring the safety and security of both their staff, assets and program participants.
Specific objectives:
- Equip trainees with essential knowledge of safety protocols, emergency response measures, and risk assessment strategies, enabling them to develop, implement, and review effective safety and security plans.
- Ensure that all partner organizations reach a comparable level of knowledge, and skills essential for effective safety and security management. This objective aims to create a cohesive and collaborative environment, enhancing the overall capacity of all partners in managing safety and security risks.
- Provide tailored coaching and mentoring to each of the 12 partner organizations to help them develop and/or revise their 2025 security plans. This will include personalized guidance from security experts, collaborative reviews of existing protocols, and ongoing feedback to ensure plans are robust and adaptable, ultimately enhancing the safety of their staff and program participants.
Methodology
The training methodology is expected to focus on interactive adult learning methods and should incorporate the below listed learning approach.
- Lecture

- Role Plays
- Simulations
- Group discussions
- Videos to enhance learning
- Mentoring and coaching
The trainer/consulting firm must use at least 60% of each session for activities engaging learners and enable them to practically implement what is learned on their day-to-day activities.
Training participant
Target participants for this training are drawn from 12 partner organizations implementing Duch Relief Alliance project at different places. A total of twenty-five trainees are expected to participate on this training from program, Human Resources and Safety and Security background.
Timeline and Location
The training is scheduled for four consecutive days in the 4th week of November 2024. The specific dates will be agreed soon, and the location will be chosen based on accessibility and capacity to accommodate all participants. Mentoring and coaching of partners to revise and develop their security plan will be done 2025.
Training resources
The consultant Shall provide all necessary training resources, including presentation materials, handouts, and any required equipment for the methodologies outlined in Section 3 above.
Scope
The consultant will prepare training materials specific to safety and security, conduct the four-day training, and submit a comprehensive training evaluation report detailing participant feedback and learning outcomes. On top of this, there will be continuation of coaching and mentoring in 2025.
Deliverables
The consultant shall provide the following at the end of the training session:
- Certification of completion for each trainee.
- Training module and all related materials in soft copy
- Detailed training report, including evaluation metrics of participants' knowledge before and after the training.
- Final report for Coaching and mentoring
Qualifications of the consultant/Firm
- Minimum 10 years of experience as Safety and Security training and coach with strong qualification in providing safety and security training
- Relevant certifications in HEAT, Advanced Security in the field or similar security management.
- Strong communication and facilitation skills to adopt to different culture and context.
- Proven experience of delivering high quality training and coaching related to security plans, implementation of the plans, and regular follow-up.
- Good understanding of current security situation in Ethiopia and, preferably, experience in working with NGOs in Ethiopia.
- Substantial knowledge and experience in capacity building: adult learning methodological approaches and tools and strong skills in facilitation; designing trainings; collecting and analysing security information, consultations, and coaching.
- Strong interactive facilitation skills and an adaptive, dynamic instructional approach to ensure learning remains tailored to evolving discussions and questions.
- The ability to communicate technical subject matter (in oral and written form) to people with varying technical knowledge/skills and from different educational and cultural backgrounds.
