Terms of Reference

1. General Background

UNHCR’s Data Transformation Strategy 2020-2025 aims to position the organization as a trusted leader on refugee and displacement data by improving data management, fostering innovative systems, developing skills, and promoting evidence-based decision-making.
The DIMA of West and Central Africa has launched several initiatives to establish effective data governance. The region has adopted a regional data strategy, outlining priority areas with an action plan to establish a sustainable data culture and enhance decision-making. DIMA provides tools and applications to improve data collection, processing, and analysis.
Reporting to the senior DIMA coordinator within the Regional Bureau, this position requires collaboration with both internal and external stakeholders. The Business Analyst is crucial in implementing the Regional Bureau’s vision for data-driven empowerment and protection of displaced persons.

2. Purpose and Scope of Assignment

The Business Analyst will be tasked with identifying the analytical tools and processes needed to enhance data collection, processing, and utilization, considering the challenges and needs. This role involves assessing the capacity of users and forcibly displaced persons to use DIMA’s systems and products, as well as their perceptions of these tools and products. The Business Analyst will also be tasked with finding technical solutions to enhance services delivery to forcibly displaced person. He/She will identify the most suitable Artificial intelligence use cases to the regional bureau and country operations and will collaborate with HQ to implement them.
The Business Analyst will undertake two field missions in pilot countries to oversee the application deployment process, ensuring it operates smoothly, adheres to technical specifications, and meets user needs. Additionally, he/she will spend a week in Saly (Senegal) to participate in the DIMA regional workshop.

The Business Analyst will be responsible for:
• Assist in enhancement of business processes to ensure compliancy of relevant regional guidelines and SOPs,
• Assist in solutions and design for business process challenges, using technology.
• Interface with system design and development counterparts in DIMA to finalize enhancement/change request specifications.
• Assist in providing quality assurance of developed solutions.
• Assist in coordination of User Acceptance testing (UAT) and perform UAT as needed.
• Assist in the implementation of new functions, coaching/training resources as related to the deployment of new Apps functions and tools.
• Assist in process improvement discussions, looking for streamlining opportunities with view to standardizing and simplifying processes and services.
• Prepare end-user training materials and assist in formulating training approaches which align with functionality being deployed.
• Provide post-change follow-up support to operations, units, and staff to ensure successful stabilization.
• Use tools such as PowerBI, Excel, Sharepoint, and Artificial Intelligence tools, to support and provide efficiencies to business processes as they relate to the application and data.
• Keep informed regarding developments in ERP and BI systems.
• Manage priorities.
• Perform other related duties as required.

3. Monitoring and Progress Controls

- Regular Status Meetings:
o Frequency: Weekly or bi-weekly.
o Purpose: Review progress on tasks, discuss challenges, and plan next steps.
- Task Management Tools:
o Purpose: Track tasks, deadlines, and progress. Assign responsibilities and monitor completion.
- Performance Metrics:
o KPIs: Define Key Performance Indicators such as task completion rate, quality of deliverables, and adherence to timelines.
o Review: Monthly review of KPIs to assess performance and identify areas for improvement.
- Quality Assurance Checks:
o Process: Regularly review and test developed solutions to ensure they meet quality standards.
o Tools: Use automated testing tools and manual review processes.
- User Acceptance Testing (UAT):
o Coordination: Schedule and coordinate UAT sessions with end-users.
o Feedback: Collect and analyze feedback to make necessary adjustments before final deployment.
- Training and Support:
o Materials: Develop and update training materials regularly.
o Sessions: Conduct training sessions for end-users and provide ongoing support post-implementation.
- Process Improvement Reviews:
o Frequency: Quarterly.
o Purpose: Identify and discuss opportunities for process improvements and streamlining.
- Documentation and Reporting:
o Reports: Prepare regular progress reports for management and stakeholders.
o Documentation: Maintain detailed documentation of processes, changes, and enhancements.
- Feedback Mechanisms:
o Surveys: Conduct regular surveys to gather feedback from users and stakeholders.
o Meetings: Hold feedback sessions to discuss survey results and plan improvements.

4. Qualifications and Experience

• University Degree (Bachelor’s or Master’s equivalent) in Computer Science, Business Administration, Data Science, Data Analysis, or related field.
b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)

• 2 to 4 years of experience as a Business Analyst of in a similar role
• Experience in coordinating User Acceptance Testing (UAT) and training end-users.
c. Key Competencies
(Technical knowledge, skills, managerial competencies, or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)
     
• Technical Skills: Proficiency in tools such as Power BI, Excel, Power Platform, Oracle BI, and AI tools.
• Analytical Skills: Ability to analyse and improve business processes, Project management and problem-solving skills.
• Communication Skills: Excellent written and verbal communication skills, ability to work collaboratively with different units.
