The Terwilliger Center for Innovation in Housing Association (hereinafter CTIV) is a non-profit non-governmental organization that is part of Habitat for Humanity International (HFHI), established over 40 years ago, working to ensure that people have a suitable place to live in 70 countries worldwide. HFHI has been working in Peru through the Terwilliger Center for Innovation in Housing (CTIV) since 2018 and has contributed to improving housing conditions for thousands by collaborating with partners to help markets function more efficiently for low-income families. To address and contribute to the reduction of the affordable housing deficit, HFHI strategically identifies and links key market actors who have decision-making roles in the ecosystem to prioritize affordable housing challenges. This contributes to policy and system changes that promote and energize the generation of quality housing products and services for families building progressively. The purpose of these Terms of Reference is to develop and apply a knowledge management and communication framework capable of managing contents and learning to generate influence in the sector.

General Objective

  • Design, develop, and implement the communication strategy for the progressive housing portfolio of TCIS, focused on families, construction MSEs, and other key actors in the value chain, with the ability to be adapted and adopted by projects in the portfolio.

Specific Objectives

  • Design the communication strategy for the TCIS progressive housing portfolio that generates tactics and tools to promote systemic behavior changes and addresses awareness, engagement, and conversion.
  • Develop and implement the communication strategy through projects in the portfolio for traditional and/or digital platforms.
  • Co-lead the monitoring, evaluation, and learning regarding the effectiveness of the communication strategy.
  • Provide technical support to project leaders in its implementation (including field commercial campaigns).
  • Propose a roadmap for the communication strategy that allows us to identify milestones and systematize evidence of progress.

Functions

  • Design and implement the communication strategy for progressive housing with a focus on families, construction MSEs, and/or other key actors in the value chain that enable systemic behavior changes.
  • Design and keep updated tactics and communication tools in an agile manner with a focus directed at families, construction MSEs, and/or other key actors that respond to the needs of different interventions.
  • Monitor and record evidence on the effectiveness of the communication strategy, tactics, and communication tools.
  • Produce, develop, and/or provide technical assistance for graphic and audiovisual communication pieces with content that contributes to the objectives of the interventions.
  • Provide support and technical assistance to project leaders in implementing the designed communication tactics and tools.
  • Develop and systematize a route with content to be developed that can be adapted and adopted to the needs of the portfolio and by actor.

Deliverables

  • Work plan proposal and timeline
  • Mid-consultancy and final consultancy reports and presentations, based on assigned tasks, systematizing learnings, recommendations for future actions, and overall conclusions.

Duration of the Consultancy

This consultancy is scheduled to be carried out from November 1, 2024, to October 30, 2025 (these dates may be modified in coordination with TCIS). The consultant will work in close coordination with the Country Director and the leaders of HFHI projects.

Fees

The total amount allocated for this consultancy is US$19,800 (nineteen thousand eight hundred dollars with 00/100).

Payment Conditions

Payments will be made according to the reports and hours worked submitted, upon delivery of the corresponding Receipt for Honoraria and to the complete satisfaction of CTIV.
