The Emergency Support Department (ESD) is part of the Operations department and plays a fundamental role in responding to humanitarian emergencies. The ESD conducts exploratory and assessment missions; initiates and manages large scale emergency interventions; supports emergency interventions managed by regular desks; provides support to the organisation and existing missions in promoting and guarding emergency response capacity; and supports the management of operations in highly insecure environments.The ESD consists of a headquarters-based Emergency Desk (Edesk) with 7 permanent staff and several associated advisors, and an Emergency Team for deployment in the field (currently 22 positions).

Member Amsterdam Emergency Team

(The position will be recruited on the basis of the level/background of the person, both Medco and Medical Team Leader / Project Medical Referent profiles encouraged to apply)

Team members spend about 90% of their workdays (so excluding holidays) in field locations, travelling with short notice to any required area including insecure contexts and approximately 10% at the headquarters (or working from home) for briefing/debriefing/trainings/working on specific tasks.

As a MedCo/MTLon the Emergency Team, you provide emergency response capacity for the field (90%). This most often consists of providing support within existing missions/projects, to either support in key positions or respond to emergencies within those missions. These responses may be under the management of the MT in country, or under the direct management of the Emergency Desk, depending on the situation.As a member of the emergency team, you work as a specialist member of a team within an existing mission or a new emergency project/mission in collaboration with other departments (operations, WatSan, and other members of the MT/CMT). As member of the country or project management team, you will be responsiblefor the development of medical intervention strategy and response, to achieve its objectives, and to ensure the quality of medical programming with regards to the organisation of emergency projects.

As a member of the emergency team, when not in the field you may be asked to contribute to emergency support activities including (in office): scanning, emergency preparation, guideline maintenance, MSF trainings, desk studies, assessment preparations, or other related activities as needed.

Place within the organisation

  • Overall: reports to the Head of Emergency Support Department in Amsterdam

  • During field assignments reports hierarchically to relevant Management Team (MT) member at the capital level, Head of Mission (HoM) / Emergency Coordinator (EmCo) or directly to the Medical Emergency Managerin Amsterdam. Functionally reports to the Medical Emergency Manager or country Health Advisor in Amsterdam when acting as MedCo or to MedCo when acting as MTL

Description of the position

  • Preparation and implementation of emergency missions and projects/ new projects.

  • Carry out exploratory missions, giving medical input and perspective in project design & proposals

  • Depending on pre-existing level, likely functionas MedicalResponsible at capital(MedCo) or projectlevel (MTL) in emergency projects andmissions (regular or emergency)

  • Define medical priorities, activities and calculate resource needs (supply, HR)

  • Responsible for medical supply management, ordering, oversite and related activities to ensure sufficient medical supply within the mission/project

  • Ensures feedback is given regarding achievement of mission/project medical objectives in form of weekly/biweekly sitreps, monthly medical reports, and other as indicated in the context

  • Contributes to the development and implementation of training programs for emergency staff, supports human resource development for medical team under supervision including timely performance appraisals

  • Acts as staff health responsible on project or country level

Candidate Profile

Essential:

  • Qualified Medical Doctorprioritized, can also be Registered Nurse/Midwife

  • Indicative 24 months field experience with one of the MSF sections in at least three different contexts/countries, of which at least one emergency project/ high security setting (according to the standards of MSF-OCA)

  • Knowledge of Emergency Public Health, Rapid Assessment and Health Surveillance.

  • Proven organizational skills, diplomatic skills and experience with the representation of Médecins sans Frontières

  • Experience with one or more of the following emergency responses: cholera outbreak, VHF, meningitis or measles outbreak, mass vaccination, nutritional crisis, war wounded response

  • Strong people management skills

  • English language skills

  • Knowledge of standard software within MSF-OCA (word/excel/outlook express) and

  • Knowledge and experience using OCA standard data tools

  • Proven flexibility and solution-oriented mentality

  • Ability to work independently and be decisive in chaotic circumstances

  • Positive, can-do attitude. Able to motivate a team, focus on the achievements and does not get discouraged by the barriers to success! 

  • Willingness to travel to any required area, frequently at short notice

  • Able to work in teams and under stressful conditions

Desirable:

  • Experience in low/middle income contexts 

  • French speaking and/or Arabic and/or Spanish speaking;

  • Medical doctor background

  • Relevant post graduate training, e.g.MPH, MIH (or working towards it)

We offer

  • A fulltime appointment for 1 year with a potential option to renew

  • Salary depends on three main factors: domicile, level of responsibility and experience on the job. Candidate’s domicile determines which MSF section will act as employer

  • 45 holidays per year

  • Completion bonus of 1.5 month of extra salary after completion of every 12 months commitment

  • Prioritisation for trainings in MSF (external trainings additionally and considered)

  • A challenging position within the emergency desk/team that seeks to support and grow its team members with direct one-to-one coaching support, training and keeping updated with developments and discussions from within the organization
