Context
This UNV assignment is hosted by the World Bank’s West Africa Social Development Unit (SAWS1). The position is intended to provide strategic and technical support for the implementation and monitoring and evaluation of social risk management activities across the Liberia country portfolio, including activities related to gender-based violence, sexual exploitation, abuse, and harassment (GBV/SEAH) risk management. GBV/SEAH and social risk management are mandated under the World Bank Environmental and Social Framework (ESF), which was approved by the Board of Executive Directors on August 4, 2016. The ESF supports green, resilient, and inclusive development by strengthening protections for people and the environment and making important advances in areas such as labor, inclusion and non-discrimination, gender, climate change, biodiversity, community health and safety, and stakeholder engagement. It uses a risk-based and proportionate approach that applies increased oversight and resources to complex projects and allows for greater responsiveness to changes in project circumstances through adaptive risk management and stakeholder engagement. It promotes integrated environmental and social risk management. The Framework places a particular emphasis on strengthening national (i.e., Borrower). environmental and social management systems and institutions and supporting Borrower capacity building. It promotes enhanced transparency and stakeholder engagement through timely information disclosure, meaningful and ongoing consultations throughout the project life cycle, and responsive grievance mechanisms to facilitate resolution of concerns and grievances of project-affected parties. The SD unit at the Bank, which is hosting this UNV assignment, supports the implementation of ESF, monitoring and evaluation of the ESF and supporting World Bank teams and clients (Borrowers) to integrate it into projects. The current assignment will support the World Bank in monitoring GBV and social risks across its portfolio through WB financed projects.
Task description
Within the delegated authority and under the supervision of Senior Social Development Specialist or his/her designated mandated representative(s), the UNV Social and GBV risk management analyst] will
• Provide support to social team in Liberia on Gender Based violence (GBV) and social risk management (SRM) in Liberia portfolio
• Support World Bank team with updating Environmental and Social Framework (ESF) dashboard and regular monitoring and tracking of dashboard with special focus on GBV/sexual exploitation and sexual abuse, and sexual harassment (SEA/SH) risks across Liberia portfolio
• Support the development of social risk management (SRM) documents, and provide inputs for GBV risk management in Aide Memoires, field reports, project updates, incident reports, training reports etc.
• Provide inputs to SRM documents, such as SEA/SH action plans, grievance mechanism, stakeholder engagement plan, labor management procedures, social assessments etc. especially from GBV/SEA/SH perspective, as requested by the task team leader (TTL)/supervisor of this assignment.
• Follow up on implementation and conduct field monitoring visits of GBV action plans status across portfolio by engaging with Project Implementation Units (PIUs), Project Management Units (PMUs), Ministries staff, and WB TTLs, and support updating of action plans based on monitoring activity results
• Participate in internal and external meetings with World Bank task teams and government on social and GBV risk management and prepare summaries.
• Support the organization of GBV trainings for key stakeholders including PIUs/PMUs, ministries, WB task teams, grievance mechanisms operators/committees etc.
• Support the development of training evaluation reports after the completion of trainings on GBV for PIUs/PMUs, ministries, WB task teams, grievance mechanisms operators/committees etc.
• Support the development of briefs on the status of GBV/SRM risk management for CMU and social development unit
• Support the development of analytical work on social and GBV risk management
• Support the development of grant proposals, donor reporting and other related activities.
• Support the organization of dissemination events for analytical work, knowledge products, knowledge sharing events with internal and external stakeholders
• Any other related tasks as may be required or assigned by the supervisor.
