Position Summary
We are hiring a National Coalition Lead/Senior Manager (based on experience) to provide strategic oversight of and support the delivery of Transform Health’s six national coalitions in priority countries, focused on localising Transform Health’s strategy, influencing national governments and policy making, and invigorating local support for digital transformation. In this role, you will bring strong project management, advocacy and communication skills to guide national coalitions in their advocacy and campaign mobilisation efforts to influence national policies and action, aligned with Transform Health’s strategy, including to advance critical issues such as health data governance, investment, and inclusive digital health governance, ensuring civil society and community engagement You will work closely with the National Coalition coordination organisations, the Enabling Function (global Secretariat) and other key stakeholders fostering collaboration and alignment across our national and global work. You will form part of Transform Health’s global secretariat and its senior leadership team, representing the coalition’s work globally, regionally and nationally around key moments and events.
Key Responsibilities
National Coalition Leadership and Capacity Building for six national coalitions, 60%

- Strategic Leadership: Provide strategic oversight for and support the development and delivery of national coalition strategies across six priority countries, ensuring alignment with Transform Health’s global objectives and advocacy goals and that they respond to key national challenges and opportunities. This includes delivery of existing strategies and development of new strategies through co-creation with multi-sector coalition networks as we deliver on our collective strategy to 2030.
- Program Management: Oversee national coalition work plans, including tracking outcomes, ensuring timely reporting, and adapting strategies as needed to maximise impact.
- Stakeholder Engagement: Enhance engagement across national coalitions, increasing participation and collaboration with stakeholders on advocacy and policy efforts.
- Capacity Building: Strengthen national coalitions’ advocacy, operational, and governance capabilities through targeted capacity-building initiatives.
- Communications: Liaise with internal team and coalitions, to strengthen the communication and marketing engagement of the coalitions using internal and external systems.
- Facilitate the matrix management of the national coalitions within Transform Health to achieve set objectives in the coalitions work plans and ensure alignment with Transform Health’s global, regional and national agendas by implementing a matrix management structure, including through effective communication protocols and defining roles and responsibilities.
- Global and Regional Alignment: Ensure national coalition efforts align with global and regional advocacy agendas, utilising global tools to support national impact, while elevating national experiences to shape global policy and influencing.
- Cross-Coalition Collaboration: Facilitate knowledge-sharing and collaboration between coalitions through virtual and in-person learning forums, promoting best practices.

Program and Project Management

- Oversee the planning, execution, and monitoring of national coalition-led programs and projects, ensuring they are delivered on time and within scope.
- Provide program management support to national coalitions, ensuring that they meet their objectives, deliverables, and milestones.
- Coordinate with national coalitions to ensure timely and accurate reporting on project activities, impact, and financial performance.
- Manage risks associated with national coalition programs, implementing mitigation strategies where necessary to ensure successful outcomes.

Stakeholder Engagement and Partnership Development

- Support national coalitions in cultivating relationships with donors and funders, identifying opportunities for funding and resource mobilisation efforts to support coalition activities.

Resource Mobilisation
- In collaboration with the senior management team (and others), engage in business development for the national coalitions, including identifying and pursuing new leads (through a donor pipeline), developing and managing strategic relationships with donors, particularly at country level (and in support of the national coalitions), coordinating the development and submission of proposals, working with the Executive Director on donor outreach, presentation and follow up from conversations/in-person engagement.

- Support the Strategy and Business Development Lead to ensure support for the national coalitions are provided for in donor positioning, applications, management and reporting, including tracking timelines for donor milestones and annual reports, preparing presentations for updates to donors and working closely with the Enabling Function to write compelling reports.
Policy and Advocacy Strategy, 20%

- Work closely with national coalitions to develop and execute national-level advocacy strategies that align with Transform Health’s global policy agendas, while responding to national contexts and opportunities.
- Provide guidance to national coalitions on the design and implementation of policy advocacy activities to support delivery of national advocacy strategies and global agendas.
- Lead the coordination between national coalitions and global advocacy initiatives, ensuring alignment and bi-directional learning.
- Develop and update guidance documents and tools to offer hands-on advocacy and influencing training, monitor and evaluate advocacy and policy efforts, develop multi-year strategies and theory of changes, communication strategies, etc.
- Represent national coalitions in high-level policy discussions and advocacy forums, building partnerships with government agencies, NGOs, and other key stakeholders.
- Represent Transform Health in key national, and regional and global forums, building the profile of the organisation and advocating for digital health and UHC.
MEAL and Financial and Resource Management, 10%

- Oversee the financial management of national coalitions, ensuring that budgets are aligned with strategic priorities and that financial reporting is accurate and timely.
- Coordinate financial forecasting, management and reporting for the six National coalitions to track and forecast expenditure against the set work plans.
- Provide oversight of national coalitions’ financial management and compliance with donor requirements, ensuring transparency and accountability.
- Track progress of coalition programs and provide regular updates to the Executive Director and key stakeholders via required MEAL reporting timeframes and methods.
Youth engagement 10%

- Work closely with Transform Health’s youth initiative, Young Experts Tech for Health (YET4H).
- Lead and oversee Transform Health’s youth engagement strategy. Ensure youth engagement is a key pillar of the coalitions’ strategy and engagement, with adequate representation of young people and youth organisations in policy design, implementation and delivery.
- Collaborate with national coalitions to set up and recruit a youth caucus (a network of networks of organisations) that drive the coalitions advocacy and campaigns forward in alignment with the national coalition strategies.
- OverseeYET4H’s implementation) and guide their strategy, budget and work plan, including reporting to donors. Work closely with other members of the team, such as campaigns, impact & partnership officers to ensure alignment of strategy, communications, and content, while ensuring that initiatives are youth-led and youth-owned.
This position will oversee at least two direct reports, including an impact & partnership Officer and a youth network & admin officer. The position will also work closely with other internal functions, including advocacy & policy, strategy & business development, communications, and campaigns. The position reports to the Executive Director.
Qualifications
- Education: Bachelor’s or Master’s degree in Public Health, International Relations, Public Policy, Development Studies, or a related field.
- Experience:
- Experience: Minimum of 10-15 years in policy advocacy, program management, or project leadership, with a focus on global health, digital health, or international development.
- LMIC Expertise: 10 years of experience supporting multi-country health advocacy and policy initatives (ideally focused on digital health) in low and middle-income countries (LMICs), with preference for in-country support experience.
- Coalition Leadership: Proven experience leading national or regional coalitions, networks, or multi-stakeholder initiatives, especially in LMICs.
- Strategic Guidance: Experience in providing digital health strategy guidance, as well as in relation to policy and political influencing.
- Advocacy: Demonstrated success in developing and implementing policy advocacy strategies and activities at the national, regional or global level.
- Project Management: Strong project management experience, overseeing large, multi-year projects with diverse stakeholders.
- Grant Management: Experience managing grants, providing financial guidance, and ensuring accurate reporting across multiple partners.
- Partnerships: Experience working with government officials, NGOs, private sector, and donors in advocacy or coalition roles.
- MEAL: Experience in implementing Monitoring, Evaluation, Accountability, and Learning (MEAL) across LMIC partner countries particularly as related to global health/digital health advocacy and policy.
- Resource Mobilisation: Experience with business development, including solid donor networks at national and global levels in health and/or other relevant fields.
- Communication: Excellent written/verbal communication skills in English (French or Spanish is advantageous)
- Technical Skills: proficiency in Google Suite, Slack, and Trello.

Contract terms and remuneration
This is a 2 year contract, with a 6 month probation period, renewable based on performance. The salary range for this role is $90-120K per annum depending on experience. The successful candidate will also be entitled to 25 days of annual leave, in addition to Swiss bank holidays.
