Director of Finance and Administration, Niger RFSA
ACDI/VOCA is seeking a Director of Finance and Administration for an upcoming Resilience Food Security Activity (RFSA) in Niger funded by USAID. The anticipated program will use a multi-sectoral approach to strengthen the capacities of populations to combat malnutrition, reduce morbidity and mortality, promote economic growth, minimize disaster risks, improve food security, and adapt to climate change.
The Director of Finance and Administration will provide leadership and direction to the finance and operations team with close oversight of the project’s finances, including financial analysis and accounting management. The program is anticipated to start in 2025 and this position will be based in Niger.
Responsibilities
- Develop, oversee, and monitor all financial and accounting systems, policies, procedures, and internal controls, adapting them as necessary to meet changing regulations and best practices
- Establish and maintain efficient financial and operational systems and processes including internal audits, compliance, and risk management
- Lead the annual budgeting process and review all financial plans and budgets, monitoring progress and changes
- Prepare and execute action plans to improve the efficiency and effectiveness of finance and administrative operations and to mitigate operational and compliance risks
- Periodically assess the efficiency and effectiveness of finance and administration procedures in relation to the delivery of technical activities on time and at optimum cost
- Ensure that program funds are utilized compliantly and appropriately by the close of the fiscal year
- Comply with all USAID rules and regulations and ACDI/VOCA policies and procedures relating to finance and administration, including but not limited to preparing budgets, financial reports, etc.
- Oversee annual financial audits of program and ensure that sub grantees comply with all audit and financial review requirements
- Provides supervision and guidance to the Finance and Administration teams, encouraging a collaborative working environment.
- Track USAID approvals for travel, hiring, and equipment procurements
- Maintain a close working relationship with ACDI/VOCA ‘s home office Accounting and Finance department.
Qualifications
- Bachelor’s degree in finance, economics, business administration, or relevant field is required; master’s degree is desired.
- Minimum 10 years of progressive work experience managing the financial aspect of donor funded projects.
- Knowledge of and experience with USAID rules and regulations related to procurement and finance is required.
- Good understanding of Nigerian tax laws and compliance
- Demonstrated ability to work collaboratively with activity stakeholders: donors, partners, local government institutions, local communities, and vulnerable groups.
- Experience working in Niger preferred.
- Fluency in English is required.
