Job Overview/Summary: 
The Finance Officer report to the Finance Manager – Budgeting and Reporting. He/she will provide support to the Finance Manager and is responsible for preparing budgets, financial statements. The Finance Officer must work within the Financial Manual of IRC, Tax Policies, and Procedures and in compliance with all National Acts and Legislation. 

Responsibilities 
a)Assist in preparation / review of donor budgets (UNICEF).
b)Prepare budget package (UNICEF) for uploading in IRC financial system (Integra).
c)Assist in the preparation of budget versus actual analysis (UNICEF). Support IRC staff in budget related issues.
d)Check correct code/accounts for UNICEF budget.
e)Prepare monthly, quarterly and or as per the donor rules, financial reports ensuring they are complete, accurate and produced on a timely basis to ensure adequate review, approval and submission to the grants unit.
f)Gather documentation package for UNICEF budget and reports.
g)In coordination with Finance and Program coordinators/managers prepare and regularly update spending plan and accurate cash forecasts for UNICEF.
h)Participates as necessary in next tasks: Prepare support file for cost allocation calculation (FTEs), check  D1 – D7 codes in project support pools, create  journals in finance system (Integra) to correct transactions 
i)Assist in the implementation of Finance policies, procedures, and systems.
j)Ensure compliance with IRC procedures and guidelines.

Common duties
a)Attend and participate in trainings identified/organized by your supervisor.
b)Follow any new procedures and guidelines designated in circulars from Country Director.
c)Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (in-country and World-wide) as per the IRC reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
d)Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
e)Perform other duties as may be assigned by your supervisor.
Security/Communication 
a.Communicate with Finance main office on security issues within the office and outside the office.
b.Report to the Finance Manager any irregularities that occur within the IRC office, staff compound and sites on policy and procedures.

Job Requirements: 
•Bachelor’s degree in Accounting or Finance from recognized College/Institution.  ACCA/CPA qualification will be preferred.
•Minimum of three years of accounting and/or finance experience. Experience of work with NGOs will be an added advantage.
•Computer literate with significant experience in Excel, ability to work with big amount of data. Knowledge in any ERP will be an added advantage. 
•The candidate should be mature, with stable personality and ability to maintain confidentiality.
•Average level in written and spoken English.
•Exceptional interpersonal skills:  tact, patience, diplomacy, and appropriate assertiveness.
