ORGANIZATIONAL CONTEXT:

At WFP, we are committed to upholding the highest standards of quality assurance, be it for analytical or programme processes.  As part of this commitment, we are enhancing our technical solutions for storing, managing, assessing, and processing data to streamline and enhance corporate monitoring systems.  This will allow us to automate analyses, trigger alerts, identify particular risks in programming and act-upon implementation issues, ensuring WFP not only understands how food security situations are evolving but also the effectiveness of WFP’s response in real time, including the feedback and issues identified by WFP’s beneficiaries. 

The position holder will focus on data and systems integration, specifically linking corporate monitoring systems, process monitoring, and community feedback mechanisms. The position will also support WFP’s commitment to strengthening programme monitoring, particularly as outlined in the Global Accountability Framework (GAP).

The position holder will work within the Analysis, Planning and Performance (APP) unit at WFP’s Regional Bureau for Latin America and the Caribbean (RBP) based in Panama.The APP unit provides credible, relevant and timely evidence that supports the design of WFP Operations. The unit delivers information essential for strategic and operational decision-making, resource mobilization and accountability to beneficiaries.

This position will report to the Regional Monitoring Officer while working closely with TEC at the RBP level and the HQ Digital Team to ensure coordination and alignment with broader digital initiatives.

JOB PURPOSE:

To support the implementation, maintenance, and enhancement of WFP systems, including corporate monitoring tools, community feedback mechanisms and escalations systems, contributing to the strengthening of programme monitoring.


KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

· Contribute to the management, maintenance and enhancement of WFP’s monitoring and community feedback systems, including support in deployment of monitoring systems such as SugarCRM to ensure systems are functional, integrated, and delivering timely data for decision-making.

· Support the management, maintenance and enhancement in WFP’s regional alerting and triggering systems for food security crises ensuring that timely alerts for emerging food security issues enable proactive responses.

· Manage SQL databases and associated cloud environments ensuring data is stored securely, is easily accessible, and that databases are maintained to meet WFP’s operational needs.

·Develop front end visuals for partners, using advanced software development languages and tools ensuring that data is presented through intuitive and informative visualizations for internal and external stakeholders.

· Provide technical support and guidance to country offices on the use of monitoring and early warning systems ensuring the effective utilization of these systems.

· Ensure adherence to WFP policies on data privacy security, protection, management, and code documentation, to guarantee compliance with WFP’s data governance standards in all activities.

· Participate in field missions as required ensuring that field offices receive timely, accurate, and actionable data insights to support programme monitoring and response efforts.

·Perform other tasks as required.


MINIMUM QUALIFICATIONS AND EXPERIENCE:

Education:

Advanced University degree in statistics, mathematics, engineering, computer science, quantitative economics or a similar quantitative field or First University Degree with additional years of related work experience and/or trainings/courses..

Experience:

At least 1 year of postgraduate relevant progressively responsible experience in a data science field or first university degree with 2 years of relevant experience.

Knowledge & Skills:

  • Strong Python programming skills and experience with data science libraries (Pandas, Scikit-Learn, NumPy, etc.) are required.
  • Experience in designing, querying and maintaining SQL databases.
  • Experience with developer tools (git, docker, AWS, Azure DevOps pipelines etc.).
  • Data visualization coding skills (Plotly and Seaborn Python libraries, JavaScript libraries) and experience with Business Intelligence software (Tableau, Power BI) are desirable.
  • Experience working with the humanitarian sector or in a social science field is advantageous.

Language:

Working knowledge of Spanish and English (proficiency/level C).

This position is open only to Panamanian citizens.
