Mission and objectives

UNICEF Ethiopia is implementing a 5-year country programme 2020-2025 which is fully aligned with the UNSDCF. UNICEF will work collaboratively within the UNSDCF on a joint strategy to strengthen national systems for data collection, analysis, monitoring and applying adjustments to promote equity. Evidence will be used to monitor the situation of children, tracking progress towards equity and scale, and to inform advocacy to adjust policies, strategies and budgets. Monitoring and corrective actions will be undertaken through UNICEF staff, partners and third-party monitoring, and through mechanisms for community feedback and accountability to affected populations.

Context

Gender equality lies at the core of UNICEF’s mandate to advance wellbeing of all children. These commitments are reflected in UNICEF Gender Policy 2021-2030, Gender Action Plan (GAP) 2022-2025, Adolescent Girls Strategy, and other operational frameworks. Mirroring the global commitment, the Ethiopia country offices (ECO) puts gender equality as an organizational priority and a cross-cutting principle for all program and operational areas. In accordance with the institutional Staffing Guidance for GAP, ECO has a dedicated Gender Specialist who leads the implementation of the gender action plan in close collaboration with the gender working group and sectors. To strengthen the capacity of the office in advancing gender equality, the office seeks to engage a UNV who has a proven experience and expertise in gender programming in development and humanitarian contexts.

Task description

Under the supervision and guidance of the Gender specialist, the main responsibilities of the Gender Officer includes:

• Provide technical support to sectors, units and teams on gender responsive program design, implementation, and reporting.
• Develop tools and checklists on sectoral gender integration across ECO’s program areas and operations.
• Support regular meetings of the gender working group, keep records and follow-up on action points.
• Work closely with government and non-government partners in promoting and advocating for gender equality.
• Support regular and ad-hoc reporting of the CO on gender indicators and results.
• Facilitate learning sessions and opportunities for CO staff on gender responsive/programming and work environment.
• Review and provide inputs to proposals, concept notes, TORs and other documents from gender perspective.
• Compile and share lessons, promising practices and case studies on gender transformative approaches from ECOs and partners.
• Support capacity strengthening of partners in gender responsive and transformative programming.
• Support implementation, and revision of ECOs Gender Action Plan .
• Support thematic gender analysis, studies or evaluations for evidence-based gender programming
• Represent UNICEF in internal and external platforms in the absence of and delegation by ECO gender specialist.
• Carry-out any other tasks as assigned by the supervisor.
