Organizational Context

 

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

 

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

Under the overall direction of the Director General, and in close collaboration with relevant organizational entities within UNIDO, the Directorate of Corporate Services and Operations (COR), headed by a Managing Director, is responsible and accountable for the management of UNIDO’s human, financial and material resources, ensuring the capacity of the Organization to fulfil its mandate.

 

The Directorate oversees a full range of corporate services to meet the support needs of the Organization, acts as a custodian for corporate management policies, and promotes a culture of cooperation, service orientation and corporate excellence throughout the Organization to deliver efficient and effective high-quality work and enable tangible impact on the ground to achieve ISID worldwide.

 

The Directorate manages the functions of the Ethics and Accountability Unit (COR/EAU), the Risk Management and Compliance Unit (COR/RCU), the Divisions of Financial Resource Management (COR/FIN) and Human Resources Management (COR/HRM), as well as the following Services: Procurement Services (COR/PRO); Digitalization, Innovation and TC Optimization Services (COR/DIT); Facility Management Services (COR/BMS); and Asset Management and Logistics Services (COR/AML). The Directorate also manages personnel security and safety matters.

 

The Directorate ensures close coordination and collaboration among the Divisions as well as with relevant organizational entities in all Directorates across the Organization.

 

The Talent Management Unit (COR/HRM/TMG) plays a pivotal role in shaping UNIDO’s talent landscape and organizational capability by attracting, engaging and retaining high-calibre professionals that align with the organization’s values and culture. COR/HRM/TMG ensures modern, cohesive, people-focused and gender sensitive approaches are employed in order to maximize the contribution and potential of UNIDO’s workforce. 

 

This position is located in the Talent Planning and Acquisition Unit (COR/HRM/TMG/TPA). The Talent Planning and Acquisition Unit (TPA) promotes and implements strategic organizational policies aimed at attracting and recruiting talent that aligns with the organization’s values and culture. TPA consistently works on improving the talent acquisition policies and processes in order to meet the Organization's workforce needs.

 

At the G6 level the incumbent is expected to perform highly independent and specialized duties  focusing on advice, service delivery and support  within the organizational environment and team.  His/her interventions result in processes integrity.

 

The UNIDO Staff Appraisal and Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit.

 

 

FUNCTIONAL RESPONSIBILITIES

 

Administration of Talent Outreach and Recruitment for staff and consultants

 

Serves as Focal Point for recruitment cases, starting from assistance with vacancy announcement requests and creation of requisitions to selection of candidate and preliminary offers of appointment. Tasks include, but are not limited to:

 

  • Participates in all stages of recruitment processes for both general service and professional category posts, providing client focused advice and support and ensuring alignment with relevant policies and procedures;
  • Assists with all background information for issuance of letters of appointment and preparing all relevant documentation on selected candidates;
  • Using Success Factors, initiates and follows up on actions related to recruitment and processes requisitions and tasks related to the recruitment under the Individual Service Agreement (ISA) contracts for the assigned portfolio.

 

Job classification

 

  • Serves as Focal Point and acts as first classifier, following the ICSC classification methodology and standards;
  • Performs classification review of non-generic jobs; as designated, participates in desk audits, prepares draft reports, completes evaluation and classification recommendation for discussion with the second classifier;
  • Reviews and updates periodically generic General Service job descriptions;
  • Maintains  accurate and up-to-date filing system and statistics on classification.

 

 

Other

 

  • Supports the development and continuous improvement of talent acquisition procedures and practices, ensuring consistency and compliance with the relevant policy framework;
  • Engages regularly with clients in relation to hiring needs, supporting TPA management in tailoring approaches to best address business needs;
  • Supports employer branding, promoting UNIDO as an employer of choice, including through providing and promoting a best in class candidate experience;
  • Supports talent outreach efforts, promoting diversity in UNIDO’s talent pipelines with specific  focus on tailored initiative to promote geographical representation and gender balance;
  • Serves as a HR analytics focal point in TPA;
  • Coordinates a dashboard based system for tracking routine recruitment activities, monitors the progress of active vacancies and recommends measures as needed;
  • Analyses candidate related data, provides inputs to TPA related data requests;
  • Replies to general queries from requesting managers/offices and candidates and keeps track of the status of the assigned recruitment cases;
  • Follows up with client offices on deadlines;
  • Provides backup and replaces colleagues in TPA during their periods of absence;
  • Carries out ad-hoc assignments and performs any other relevant duties assigned.

 

 

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Completed higher secondary education. High school diploma or equivalent is required.

 

Credit towards total working experience may be considered on a year by-year- basis, up to maximum of four years, for a first university degree or equivalent diploma, in a field relevant to the post.

 

Experience:

 

  • A minimum of ten (10) years of working experience in human resources, business administration, public administration, preferably in an international organization is required.
  • Experience in organizing and facilitating recruitment processes in relation to the needs of the Organization and experience in the application of recruitment rules, procedures and practices in an international organization and multicultural environment, or in the UN system, is required.
  • Proven experience in job classification, preferably in an international organization or in the UN system is required;
  • Familiarity with ICSC job classification methodology and standards is required;
  • Experience/proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint), internet, is required;
  • Experience in and knowledge of SAP or a similar ERP system is desirable;
  • Experience in using graphic design applications is highly is desirable;
  • Experience using Social Media platforms, notably LinkedIn in the context of recruitment outreach and sourcing is highly is desirable;
  • Experience in using excel or other platforms for data analysis is desirable.

 

Language Skills:

 

Fluency in written and oral English required. Fluency in or working knowledge of other UN languages (Arabic, Chinese, French, Russian, Spanish) is an asset.
