Overview

The Resource Development Foundation (RDF) has forged a strong consortium to participate in the upcoming USAID-funded Communities for Gender Equality (CGE) Activity. This strategically assembled coalition is designed to leverage a locally-led, evidence-based approach to actively promote gender equality within the region. The primary focus will revolve around nurturing the capabilities of national NGOs, thereby empowering them to efficiently manage large-scale funding. Through this initiative, the foundation aims to establish a robust framework that not only addresses gender equality but also ensures that organisations possess the operational expertise to sustain impactful change.

The Role

You will be responsible for the exciting USAID Bangladesh-funded communities for Gender Equality (CGE) Activity. You will support the COP in leading and implementing an anticipated $16 M USAID-funded project to improve community advocacy against and prevention of violence for at-risk people and gender-based violence (GBV) survivors and increase the ability of public and private service institutions to protect and respond to GBV survivors as well as those most at-risk of GBV.

You will be providing leadership in financial management, project implementation, and administration and grants management. You will have to oversee the coordination of field operations, provide support in the management of sub-grantees, and ensure that activities meet USAID and RDF standards. You will be working closely with the project leadership and other technical experts, as well as Resource Development Foundation (RDF) technical advisors, to build on current best practices in the country and achieve project outcomes.

This position is contingent upon the award of the project by the donor.

What we’re looking for

We are seeking a candidate with at least a Master’s degree in gender studies, international relations, human rights, political science, sociology, or a related field. Ideally, you will have seven to nine (7-9) years of experience in managing large-scale projects, including four to six (4-6) years in senior management or leadership roles within an international development organisation. Additionally, expertise in managing USAID-funded projects, particularly those focusing on preventing gender-based violence and/or women’s empowerment, is essential. Experience in working and collaborating with a diverse range of stakeholders, such as local NGOs, educational authorities, government officials, donor representatives, and both local and international staff, is highly valued. A strong dedication to gender equality and a high level of personal awareness and sensitivity to gender issues are preferred attributes.

Key Responsibilities

  1. Financial Management:
    • Oversee all financial aspects of the project, including budgeting, expenditure tracking, and reporting.
    • Ensure compliance with USAID financial regulations and reporting requirements.
    • Manage financial risks and implement effective financial controls.
  2. Project Implementation:
    • Provide leadership in project implementation, ensuring that activities are carried out efficiently and effectively.
    • Monitor project progress and identify areas for improvement.
    • Coordinate with project staff and sub-grantees to ensure timely delivery of project outputs.
  3. Administration and Grants Management:
    • Oversee administrative functions, including human resources, procurement, and logistics.
    • Manage grants to sub-grantees, ensuring compliance with USAID and RDF regulations.
    • Monitor sub-grantee performance and provide technical assistance as needed.
  4. Field Operations Coordination:
    • Coordinate field operations, ensuring that project activities are implemented effectively at the community level.
    • Provide support to field staff and sub-grantees in addressing challenges and ensuring quality implementation.
  5. Technical Expertise:
    • Work closely with the COP and other technical experts to develop and implement project strategies.
    • Contribute to the development of technical guidance and tools for project staff and sub-grantees.
    • Stay up-to-date on best practices in gender equality, GBV prevention, and response.

Qualifications

  • Education: Minimum Master's degree in gender studies, international relations, human rights, political science, sociology, or a related field.
  • Experience:
    • 7-9 years of experience in large-scale project cycle management.
    • 4-6 years of experience in senior management or leadership positions in international development organizations.
    • Experience in USAID-funded project management, particularly in gender programming, GBV prevention, and women's empowerment.
  • Skills:
    • Strong financial management skills, including budgeting, expenditure tracking, and reporting.
    • Proven ability to lead and manage teams effectively.
    • Excellent interpersonal and communication skills.
    • Strong understanding of gender equality and GBV issues.
    • Experience working with diverse stakeholders, including local NGOs, government officials, and donor representatives.

Job contract: The contract would be for 5 years.

Salary: An attractive salary will be offered to the qualified candidate as per the practice of the international expatriate salary structure.
