Background and Purpose of the Assignment:

The World Food Programme (WFP) is the leading Humanitarian Organization fighting hunger and changing lives worldwide, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. In Egypt, WFP is committed to supporting the Government’s priorities towards the achievement of the Sustainable Development Goals. WFP’s current five-year Country Strategic Plan (CSP) 2023-2028 is designed to fully support Egypt’s Vision 2030 and ensure food and nutrition security for all Egyptians.

The CSP focuses on three interrelated thematic areas:

  • Support the crisis-affected populations through food assistance and resilience building.

  • Improve the resilience of vulnerable Egyptian populations especially in Haya Kareema villages.

  • Provide capacity strengthening to the Government and support South-South cooperation between Egypt and neighbouring countries.

WFP Egypt is currently implementing a number of resilience building climate-smart interventions in partnership with the Ministry of Agriculture and Land Reclamation in about 160 villages and is planning to expand this programme to more than 400 additional villages mostly in Upper Egypt within the Haya Kareema Presidential Initiative.
The Incumbent would therefore be expected to provide leadership to policy and programme activities that effectively meet food assistance needs especially as they pertain to integrated, climate-adaptative agriculture and the resilience building of rural and Bedouin communities in Egypt.
The Incumbent would serve as the programme manager for climate-adaptive rural development programmes in the Country Office leading a team for the design, management, coordination, implementation, and review of all Climate Change Adaptation & Resilience Building initiatives in the WFP Egypt Country Office.

Job Purpose:

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

Key Accountabilities:

Reporting directly to the Head of Programme and with the overall guidance of the WFP Egypt Deputy Country Director, the incumbent is expected to perform the following duties and responsibilities:

1.Contribute to the formulation of WFP-wide climate-adaptive rural development programme policies in line with both organizational strategy and the practical realities of operating in the field; or translate programme policy into Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
2. Design and manage the implementation of Programme Policy operations on rural development issues ensuring that operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
3. Provide technical advice or mobilize technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
4.Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
5. Advice counterparts in the Government of Egypt and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and subnational levels.
6. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
7. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.

8. Manage operational research and evidence building on issues relevant to food assistance, climate change, sustainable agriculture and rural development.
9. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
10. Contribute to resources mobilisation efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
11. Build knowledge capabilities for WFP staff members and partners by designing and delivering effective food assistance programmes.
12. Lead, motivate and develop a team of staff to enable high performance.
13. Ensure the best use of assigned financial resources for achievement of set objectives within assigned budgets.
14. Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

Other Specific Job Responsibilities:

  • Lead climate resilience portfolio to promote the resilience of smallholder farmers vulnerable to the impacts of climate change

  • Act as the main liaison with the Government of Egypt in the design and implementation of resilience building programmes.

  • Support government efforts to strengthen adaptive capacities of national systems and local communities through providing technical assistance and forging strategic partnerships with national and international technical partners.

  • Lead a core team responsible for integrated rural development and climate-adaptive activities in the Country Office.

  • Ensure a cost-effective use of the financial and human resources allocated to the climate-adaptive resilience building programme.

  • Monitor the programme budget and prepare regular expenditure plans.

  • Represent WFP in different United Nations and other working groups pertaining to climate change and rural development.

  • Report on climate change impacts and mitigation measures of different programmes.

Standard Minimum Qualification:

Education:

Advanced University degree in Agriculture, Agricultural Economics, Environmental Science, Engineering, Food Science, Social Sciences or other field related to climate change adaptation and/or international development or First University Degree with additional years of related work experience preferably with the UN or donor-funded programmes.

Experience:

  • At least 8 years of professional relevant managerial experience managing programmes for UN agencies, government entities, or civil society in the fields of rural development/ food systems/ climate change and/or environmental sustainability.

  • Experience in the management of relevant programme from inception to implementation and assessment.

  • Proven ability to lead a team.

  • Proven ability and experience in the development of interagency networks, partnerships, strategies and initiatives

Language:

National Professional: Fluency (level C) in English & Arabic languages.
