Mission and objectives

The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. The country strategic plan is aligned with the United Nations sustainable development cooperation framework for Bangladesh for 2022‒2026 and the eighth five-year plan (covering the period July 2020‒June 2025) of the Government of Bangladesh. It is informed by the recommendations of an independent evaluation of the country strategic plan for 2017–2021 and consultation with key stakeholders. It will contribute to Sustainable Development Goals 2 and 17 through four strategic outcomes.

Context

This assignment aims to provide technical assistance to Department of Women Affairs and Ministry of Women and Children Affairs (MoWCA), and potentially other ministries to implement the MCBP (Mother and child benefit Programme), & VWB (Vulnerable Women Benefit) programmes at the field level.

Task description

Under the direct supervision of MIS Operations Support Officer, TEC (Technology), WFP Bangladesh the National UN Volunteer will undertake the following tasks:

System Development and Optimization:

• Collaborate with the MIS (Management Information System) Officer and external consultants to design and develop different MCBP and VWB MIS modules.

• Participate in performance monitoring, measurement, and capacity planning of integrated solutions.

• Provide technical expertise in reviewing deployed solutions and standardized configurations, recommending changes to improve system performance. Develop software to implement the architecture of IT solution and comply with data model following corporate IT recommendations.

• Collaborate on maintaining the continuous improvement (CI) and continuous deployment (CD) infrastructure.

• Create an inspiring team environment with an open communication culture.

• Other duties related to software development and TEC Operations as required.

• Collaborate with the team to ensure continuous data entry of new MCBP and VWB beneficiaries' information in the MIS.

• Assist in providing MIS support to ensure monthly payments via G2P (Government to Person) for the MCBP beneficiaries.

• Support coordination with the Finance Division for timely G2P payment processes.
Integration and Server-Related Issues:

• Collaborate with relevant authorities, such as Bangladesh Computer Council (BCC) and Election Commission (EC), on integration and server-related matters.

• Maintenance and optimization of cloud server

Data Confidentiality and Security:

• Work on implementing and enabling features in the MIS to ensure compliance with Bangladesh Government's data protection policies and guidelines, as well as WFP's standards.
• Contribute to ensuring data confidentiality and security measures are maintained within the MIS.

Capacity Building:

• Transfer skills and knowledge to the DWA (Department of Women Affairs) MIS Unit to maintain an effective MIS system for selected social protection programmes.

• Provide support in updating the MIS as required by the schemes' processes.

Stakeholder Integration:

• Assist in coordinating and facilitating the integration process of the MCBP and VWB MIS with relevant stakeholders, including ministries and payment providers, in consultation with DWA.

• Any other relevant tasks assigned by the supervisor.
