Overview of position

UNICEF in Afghanistan remains steadfast in its commitment to placing affected children, adolescents, and their families at the forefront of its humanitarian and development efforts. This dedication is reflected in global guidelines such as the Core Commitment for Children (CCCs), Core Humanitarian Standard (CHS), and Inter Agency Standing Committee (IASC) commitments, which underscore the importance of providing timely and lifesaving information, fostering active participation, ensuring access to feedback mechanisms, and delivering enhanced services through a coordinated network of humanitarian responders.

To uphold these principles, UNICEF Afghanistan is working diligently to ensure that participation and accountability to affected people (AAP) are systematically integrated into all programs, systems, and procedures. This entails establishing feedback mechanisms that enable the voices and preferences of affected boys, girls, men, and women to inform decision-making processes. Moreover, it involves fostering an environment where UNICEF staff and partners not only understand and respect the perspectives of affected communities but also systematically incorporate them into their work.

The Social and Behavior Change (SBC) team at UNICEF Afghanistan is leading organizational efforts to strengthen and integrate AAP into all operations. At both national and sub-national levels, numerous feedback systems are being established to amplify community voices and facilitate real-time feedback. Additionally, the deployment of a Community Engagement and Feedback Center (CEFC) facilitator will provide vital support in operationalizing this centre, ensuring that it effectively serves its purpose.

By prioritizing the active participation and accountability of affected communities, UNICEF Afghanistan strives to enhance the relevance, effectiveness, and sustainability of its humanitarian and development interventions, ultimately working towards the betterment of the lives of those it serves.

Role objectives

1.Capacity building of community structures and other frontline workers:

-Conduct orientation or training sessions for community members/actors on key SBC and AAP packages.

2.Community engagement and social mobilization

-Conducting and facilitating follow-up meetings with community influential people and networks within the communities.

-Conduct and facilitate community engagement sessions with households and communities on life-saving behaviours as well as healthy and protective behaviours related to health, nutrition, WASH, education, and child protection.

-Tracking and collecting and sharing the rumours from the community

3.Conduct/facilitate the AAP interventions and social listening activities:

-Provide information about the availability and utilization of services to communities

-Inform communities about the available mechanisms and channels to provide feedback on available services

-Engage community structures/ key influencers and communities in collecting/responding to community feedback.

-Record feedback, quires and complaints in AAP available tools.

-Refer query, complaints, and feedback in line with referral pathways and processes.

-Follow up with key service providers i.e Health, Nutrition, WASH, Protection, Education, PSEA, GBV, Cash Transfer, Polio, DRR etc. for the closing the feedback loop.

4.Co-facilitate conducting mass campaigns

-Raising awareness, mobilising and engaging community structures and communities in communication activities during diseases outbreak, health emergencies and national/international campaigns.

5.Reporting and documentation of interventions

-Prepare activity report according to the established format and submit it to his/her supervisor.

-Identify the best success stories of SBC interventions, collect testimonies from beneficiaries and submit them to the supervisor for further documentation.

6.Monitoring of interventions and coordination

-Monitor and supervise the SBC interventions and ensure the implementation of the activities base on the plan SBC

-Follow up on the distribution of relevant supply to households.

-Ensure local coordination and collaboration with key actors (s) such as the de-facto authority, CSOs and others.

Qualification and Experience

-Bachelor’s degree in one of the following fields is required: social and behavioural science, public health, sociology, anthropology, psychology, communication, public relations, or another relevant technical field 2 years of experience.

At least 3 years of experience in implementing interventions of social mobilization, community engagement and outreach, communication, interpersonal communication, social networking, group management and facilitating adult training sessions and group management.

Qualification and Experience

-Bachelor’s degree in one of the following fields is required: social and behavioural science, public health, sociology, anthropology, psychology, communication, public relations, or another relevant technical field 2 years of experience.
