With immediate effect, the Operations department is looking for an:

Operations Officer (100%)

(Amsterdam Based)

Position 

The Operations Officer (OO) reports directly to the Operations Manager (OM).

Key objectives of the OO position are:

  • To provide day-to-day administrative and operational support to portfolio and country programmes managed by the OM.
  • To provide in-country support to the missions within the desk 2portfolio (Malaysia, Bangladesh, Myanmar, Nigeria) 

Main Responsibilities

  • Provides in-country support to the country programmes within the portfolio for up to 40% of her/his time. This may include gap-filling operations roles within the project/programme country as well as implementation of specific tasks in the HR or Finance department.
  • Supports the OM and the Country Programmes on operational resource and administrative issues.
  • Together with the OA supports OM and Country Programmes on legal and compliance issues including HCA, registration, MOU, etc.
  • (De) briefings of international staff and focal point for HR regarding staff (de) briefings arrangements for the portfolio.
  • Follow up with HR regarding vacancies and monitoring of the international staff overviews sent from the missions.
  • Manages the maintenance and proper use of the electronic operations database, incl. Dynamics, Office 365, SharePoint, Power-BI ExFlow, etc. 
  • Assists the Operations Advisor (OA), the Donor Liaison Officer and the field through the management of donor reports and is in charge ofmonitoring the control cycle in close collaboration with the OA and other relevant team members.

Candidate Profile 

We are looking for an energetic, motivated and flexible team player, who wants to work in a dynamic and sometimes stressful environment, which requires flexibility, multi-tasking and a problem-solving attitude.

  • You have significant experience with humanitarian assistance in complex political and humanitarian contexts of which at least two years of experience in challenging project coordination positions. 
  • You have experience working in insecure contexts, and ideally experience managing resources (HR, finance and/or logistics).
  • You are capable of analytical thinking and has have proven skills to put forward solutions. 
  • You can work in a fast-paced environment that involves coordination activities as well as more operational work, which requires initiative and a flexible, stress resistant attitude. 
  • You must be willing to work irregular hours and spend up to 40% of the time in the field locations worldwide (with the flexibility to travel on short notice). 

Required

MSF CountryProgrammeexperience: knowledge of the MSF organisation, the MSF policies and procedures, with previous experience working for MSF in operations or field roles (particularly  as Project Coordinator)

Good communication skills are essential, as well as an excellent command of English.

Prior experience in one or more of the countries in this portfolio, and / or in South and Southeastern Asia, is a plus.
