Overview

Jhpiego seeks a Grants & Finance Officer for the anticipated USAID Gambia Malaria Elimination Activity (GMEA). GMEA, a five-year, $13 million project, will provide support to the Gambia Ministry of Health (MoH) through the National Malaria Control Program (NMCP) to accelerate progress towards achieving malaria elimination in The Gambia. The GMEA Activity will provide implementation support and technical assistance on malaria case-based surveillance and response for elimination, support enhanced cross-border collaboration between The Gambia and Senegal particularly focused on data sharing and coordination of interventions, and strengthen the NMCP’s capacity to coordinate, manage and sustain malaria elimination and control approaches. Additionally, GMEA will optimize delivery of malaria services through community-based approaches to address remaining gaps in intervention coverage or quality for achieving elimination.

The Grants & Finance Officer will handle the day-to-day business management grant management aspects of the grant and work collaboratively with local partners to develop, implement systems, and monitor procedures to ensure proper stewardship of funds on pre-awards, award, post-awards, and close-out. They will use Jhpiego organizational capacity assessment tools with local partners to strengthen capacity strengthening of local organizations.

This position is contingent upon donor award and is for Gambian nationals only

Responsibilities

Finance

  • Prepare payment vouchers and ensure review and approval.
  • Ensure all financial transactions are in accordance with generally accepted accounting principles, and that transactions are correctly entered into QBE accounting system.
  • Management of petty cash.
  • Ensure submission of monthly financial reporting (QuickBooks) and bank reconciliations and its timely submission to Jhpiego head office including preparing month-end journal vouchers as required
  • Work closely with the Finance and Operations Manager to prepare annual budgets and quarterly financial forecasts for Jhpiego country office.
  • Ensure compliance with Jhpiego’s financial management systems and internal controls in the country office
  • Work with project leads and the Finance and Operations Manager to prepare periodic budget updates and burn rates for project reviews by leadership
  • Support in preparing monthly payroll and ensure all statutory deductions are made.
  • Assist the Finance and Operations Manager in preparing and consolidating periodic financial reports and responding to all financial queries from the donor headquarters in Baltimore/DC.
  • Lead document retention protocols in line with donors and organization policies.
  • Other duties as assigned from time to time.

Grant Design and Development:

  • Ensure alignment with the GMEA project goals, and compliance with USAID and MOH guidelines including issuing calls for proposals and drafting grant application guidelines.
  • Ensure the design of grant mechanisms adheres to USAID regulations and addresses programmatic needs.

Compliance and Financial Oversight

  • Ensure that all grant activities meet USAID compliance standards, including financial controls, procurement guidelines, and reporting requirements.
  • Provide technical support to the MOH in managing grant budgets, reviewing expenditures, and ensuring that funds are used efficiently and in accordance with donor expectations.
  • Help the MOH prepare for audits and reviews, ensuring that all documentation is accurate and up to date.

Capacity Building:

  • Build the capacity of local partners through training workshops, mentoring, and on-the-job technical assistance on grant management.
  • Develop tools and systems to streamline the grant management process, focusing on efficiency and compliance with USAID requirements.
  • Provide ongoing coaching to local partners staff on grant design, budgeting, reporting, and monitoring.
  • Empower the local partners to independently manage the grant lifecycle, improving their ability to submit proposals, manage projects, and report progress.

Reporting and Compliance Audits

  • Guide the local partners in preparing and submitting timely, accurate reports to USAID and other stakeholders, including financial statements and progress updates.
  • Support the local partners in conducting compliance audits and regular evaluations to assess the effectiveness of grant-funded activities and address any challenges.
  • Assist the local partners in developing risk management strategies and ensuring that donor requirements are met throughout the grant lifecycle.

Stakeholder Engagement

  • Support the MOH in maintaining open, proactive communication with USAID and other donors, ensuring regular updates on grant status, challenges, and successes.
  • Facilitate collaboration between the MOH, USAID, and other stakeholders, ensuring that grant activities are well-coordinated and aligned with broader health initiatives.
  • Participate with the MOH at meetings, workshops, and events related to grants, and ensure that donor relationships are well-maintained.

 

Required Qualifications

Education and Experience

  • Bachelor’s degree in business administration, public health, finance, or a related field.
  • A master’s degree or relevant certification (e.g., Certified Grant Manager) is preferred.
  • Minimum of 6+ years of experience in grant management, with a demonstrated history of working with USAID.

Skills and Abilities

  • Strong knowledge of USAID regulations, procedures, and reporting requirements.
  • Excellent communication skills, both written and verbal, with the ability to present complex information clearly and concisely.
  • Strong analytical skills, with experience in financial management, budgeting, and compliance audits.
  • Ability to work collaboratively with diverse stakeholders, including government officials, donors, and non-governmental organizations.
  • Fluency in English is required.

Work Environment

  • Office-based with occasional travel to sites or donor meetings.
  • Attend key events with the local partners and/or NMCP to ensure grants are progressing as planned.
