Overview of position

Under the overall supervision of Programme Manager (WASH), and under the direct supervision of the Programme Officer (WASH), and administrative supervision of relevant Head of Sub Office, the Incumbent will support the implementation of activities committed in project proposals and those required for development and sustainability of the IOM WASH programme in Afghanistan. S/he will act as a facilitator on community level to obtain good working relations with the community and other stakeholders. Community Mobilizer shall support WASH programme activities:

Role objectives

Core Functions / Responsibilities:

1.Mobilize community for the WASH programme activities and carry out house-to-house hygiene promotion visits, focus group discussions and mass awareness campaigns to promote good hygiene practices within targeted communities. 

2.Mobilize community for the WASH programme activities, support the organization of distribution of hygiene kits to promote good hygiene practices within targeted communities. 

3.Assist to promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services, and improved hygiene behaviours

4.Enable Facilitate an effective dialogue with the affected / targeted community to allow the organization to be held to account for the quality of the WASH programme

5.Help identify needs for non-food items relevant to hygiene, participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring

6.Assist in selecting, train, and manage Standing Committees from the targeted community (Community Water Management Committee members and other community volunteers) or other hygiene outreach workers within the targeted beneficiaries

7.Assist the project team in the assessment for selection of districts and communities for the WASH programme activities.

8.Assist in the implementation of community events to raise awareness about key hygiene issues and their implications on the health of the community. Examples include “World water day” or “handwashing Days” and the programmes of hygiene and health education established in Schools, child friendly spaces, etc.

9.Facilitate community level participatory hazard vulnerability, community action plans, capacity assessments and WASH assessments.

10.Mobilize district official and community members for the district level WASH Programme activities and assist the district authorities and communities in preparation.

11.Assist to prepare and submit narrative weekly, monthly, quarterly, and other reports on the WASH activities including training and community mobilization.

12.Assist following-up proper field/camp data collection, analysis and storage

13.Responsible for mobilizing staff and members of schools, Child friendly spaces and other institutions including establishment of hygiene and sanitation clubs and schools/institutions

14.Conduct KAP surveys, household water sue/consumption surveys etc.

15.Give support to the monitoring and evaluation team while performing their activities in the field.

16.Perform other related duties as assigned. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

·Bachelor’s degree in Public Health, Community Development, Social Development, Education or Public Health, Environmental science, water management or related fields from an accredited academic institution with one (1) year of relevant professional experience

or

·High School Diploma with three (3) years of relevant professional experience

Experience

·Experience in community mobilization, public health and WASH, especially in conflict or post-conflict areas.

·Experience in preparing the monthly report.

·Experience in conducting community mobilization activities is required.

·Direct experience in the targeted provinces (Western region) is essential.

·Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Languages

·For all Applicants, fluency in English is required (oral and written).

·Working knowledge of Pashto or Dari is required.

·Fluency in all national language(s) are highly advantages.
