Overview of position

Background:

  • The dockyard fish harbor located at Al Mulaa’ district in Aden, Yemen, was established in the late seventies. The dockyard fish harbor is considered the main fishing center in Aden & links the eastern & western coastal governorates along the coastal strip of the Republic of Yemen. The dockyard contains a quay wall estimated at 52 meters long & various auction halls. It includes an integrated fisheries handling & processing facilities, services & marketing. It has been built over an area of 13,400 square meters. 

  • The dockyard center is considered one of the main fishing center in Aden & links the eastern & western coastal governorates along the coastal strip of the Republic of Yemen. Most importantly, there is a refrigerator with a capacity of 800 tons with fish preparation store, but these facilities were neglected due to the recent conflict.

  • In order to better operate the dockyard & restore its activity, it is necessary to establish an ice plant  that operates with a hybrid system. The public work project in Yemen through our client has received financing from the World Bank toward the cost of the Sustainable Fishery Development in Red Sea & Gulf of Aden Project (SFISH) & intends to apply part of fund under the contract for design, supply & installation of 10 tones flake ice factory, chillers & solar PV diesel hybrid system for the dockyard landing site in Aden.

  • The project requires an independent review of the engineering design, evaluation of tender documents, procurement process & review of the tender submission & evaluation report for the nominated bidder(s).

Objectives of the assignment:

Under the direct supervision of the Project Engineer, the Industrial Refrigeration Engineer will provide technical guidance to our client on the most appropriate way forward in moving with the nominated bidder. This assignment is to ensure that the engineering design, tender documents & procurement processes meet the highest standards of technical & operational excellence. The refrigeration engineer will review:

  • The engineering design for the ice plants.

  • The tender documents & procurement approach.

  • The nominated bidder’s technical submission.

  • The tender evaluation report to ensure a fair & thorough evaluation process.

Role objectives

The Industrial Refrigeration Engineer will be responsible for the following tasks:

  • The first step is the quick review of the ice plant designs, focusing on the refrigeration & electrical power & PV solar hybrid systems, ensuring compliance with international standards & making critical recommendations where necessary.

  • Next, the Industrial Refrigeration Engineer turns to the tender documents & do quick review ensuring they are meticulously crafted. The specifications need to match the technical requirements of the project, laying out clear installation procedures & performance benchmarks. Any gaps found are addressed & the documents are fine tuned to attract competitive & qualified bids.

  • Verify the nominated bidder's submission. This is a key moment the submission needs to be carefully compared with the project’s technical specifications to ensure the right equipment is proposed & that the installation methods will meet operational needs. The Industrial Refrigeration Engineer compares the bidder's offer with industry standards & the project's expectations, flagging any issues or recommending improvements.

  • The final chapter of the Industrial Refrigeration Engineer’s journey is reviewing the tender evaluation report. This report represents the culmination of the procurement process, detailing how the bidders were assessed & ranked. The Industrial Refrigeration Engineer’s role is to verify that the evaluation was conducted fairly & that the chosen bidder meets both the technical & financial criteria. This review ensures that the tender evaluation adhered to industry best practices & aligned with the project’s objectives.

The Industrial Refrigeration Engineer will review:

  • The scoring methodology & criteria used in the evaluation process.

  • How well the evaluation reflects the technical requirements & overall project goals.

  • The fairness & transparency of the bidder selection process.

  • Recommendations for improving future tender evaluations, if any weaknesses are identified.

Project reporting

After the comprehensive review, the Industrial Refrigeration Engineer  compiles a series of reports, each one containing insights, assessments & actionable recommendations. From the technical design report to the final tender evaluation review, these reports provide clarity & guidance to the project’s management team.

Key competencies
  • Bachelor’s degree in refrigeration engineering or a related field with a minimum of  10 years of experience in refrigeration system design & implementation, particularly in ice plants or industrial refrigeration.

  • Proven experience in deigning, tender document evaluation, procurement processes & bidder evaluation.

  • Familiarity with international standards & best practices in refrigeration, procurement & tendering processes.

  • Strong analytical, communication & reporting skills

  • Fluency in English & Arabic (written & spoken) is required.

This role has no team management responsibility.
