Job Summary
This is a full-time position based in Kyiv, Ukraine.
ABA ROLI is looking to hire a local Ukrainian expert to fill the role of Finance and Procurement Specialist for the new five-year “Healing & Accountability through Human Rights Activity” funded by the United States Agency for International Development (USAID). The purpose of this new activity is to help Ukrainians use human-rights-based approaches to achieve justice and address social divisions resulting from Russia’s full-scale invasion. The program will support processes aimed at accountability for war crimes, and foster dialogue on difficult questions related to post-conflict recovery.

Reporting to the Director of Finance and Administration, the Finance and Procurement Specialist is part of a multi-disciplinary team of program development, procurement, finance, and other professionals establishing and maintaining a strong system and management control for human resources, logistics, office procurement, office accounting and information systems. The Finance and Procurement Specialist is responsible for correctly and accurately conducting programmatic and administrative procurement, supporting finance and administrative activities, ensuring correct record keeping, organizing and supporting logistics activities and resolving any such related issues.

Principal Duties and Responsibilities:

  • Planning and coordinating procurement life cycle in partnership with the Director of Finance and Administration and Headquarters team.
  • Conduct programmatic and operations procurements including commodities and services, events, office needs, and other supplies.
  • Review incoming procurement requisitions to ensure accuracy and compliance with overall policies and procedures of ABA and donor requirements, and appropriateness for the proposed action.
  • Draft Requests for Quotations/Proposals and other documents that shall be circulated to potential vendors or suppliers.
  • Ensure procurements align with ABA/USAID policies, and procedures are followed and enforced.
  • Conduct market research to identify and qualify potential suppliers (and products/services).
  • Choose the appropriate source selection methods to ensure compliance and conduct price/cost/reasonability analyses.
  • Maintain procurement files, archive financial files and procurement files.
  • Organize and coordinate logistics for project activities and events, including transportation, accommodation, and venue arrangements.
  • Assist with daily administrative tasks including filing, data entry, and record keeping.
  • Assist in budget/activities tracking and expense reporting for project activities.
  • Process internal documents following organizational policies and procedures.
  • Work with vendors to ensure correct and timely completion of necessary forms and collection of supporting documents.
  • Consult and support office staff regarding ABA policies and processes related to procurement and compliance.
  • Perform such other duties as may be assigned.

Required Qualifications:

  • Excellent oral and written English language communication skills required.
  • Master’s degree in Finance or Accounting is required.
  • At least five (5) years of experience within an international non-governmental organization or multilateral institution.
  • Minimum of three (3) years of experience working on USG-funded projects.
  • Experience with, and knowledge of, U.S. Government procurement regulations.
  • Strong understanding and experience with USAID’s financial management policies and procedures with regard to financial reporting and procurement processes.
  • Experience working with small grant programs preferred.
  • Ability to work under difficult conditions while maintaining security awareness.
