Duties and Responsibilities
BACKGROUND UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate and affordable housing for all. It works with organisations at every level, including all spheres of government, civil society and the private sector, to help build, manage, plan and finance sustainable urban development. The Land, Housing, and Shelter Section in the Urban Practices Branch within UN-Habitat hosts the Secretariat of the Global Land Tool Network (GLTN), a network of over 85 international institutions established in 2006. Since then, GLTN has been working to promote secure land and property rights for all through the development of pro-poor and gender-appropriate land tools. While there has been extensive global discussion around land policies that benefit the poor, insufficient attention has been paid to developing and implementing these pro-poor land policies. Consequently, it is crucial that new, innovative land tools and methodologies to support these policies are made accessible and affordable for all sections of the population in countries around the world. This is essential for creating societies with sustainable, equal access to and use of land. Work has already started on these approaches for both developing and post-conflict societies. Incremental expansion of this work over time, as capacity is developed, will take place through GLTN (see www.gltn.net). Under the GLTN Phase 4 programme, coordinated by the GLTN Secretariat at UN-Habitat, there is an increased demand and commitment to implement and institutionalize GLTN tools at the country level. One of these tools is the Social Tenure Domain Model (STDM). STDM is a pro-poor, gender-responsive, and participatory land information system whose implementation is spreading across many countries in Africa and the Asia-Pacific regions. Based on open-source software packages, STDM is embedded in other GLTN land tools as a vehicle for ‘securing land and property rights for all’. It operationalizes the continuum of land rights concept, enlists inclusive approaches advocated in participatory enumeration, and highlights the gender status in land relations. With the increased growth in the use and application of STDM in multiple contexts, a top priority is to continue supporting partners in adopting and integrating the STDM tool into their business processes that involve the recordation of land rights. This will include making land information more accessible through a wide variety of platforms, including mobile and web interfaces. This integrated approach will promote collaboration across different teams within an organization, from data collection, data analysis, monitoring, visualizing, and reporting. In Somalia, GLTN is supporting UN-Habitat’s Somalia Country Programme in piloting the implementation of STDM in the context of the Fit-For-Purpose Land Administration approach in the municipalities of Baidoa (South West State of Somalia) and Bosaso (Puntland State of Somalia). The intervention involves customizing STDM to fit the respective contexts of the two municipalities with the aim of establishing propoor land registry and strengthening the capacity of implementing partners in using the tool. The experiences and lessons learned from this process will help inform future implementations in Somalia. RESPONSIBILITIES Under the overall leadership of the Section Chief of the Land, Shelter and Housing (LHS) Section, the consultant will have a double reporting line. Technically, the consultant will report to the LHS Officer leading the work on STDM. The consultant will also collaborate with other GLTN colleagues as well as the technical points in Baidoa and Bosaso. The consultants will perform the following tasks: 1. STDM Customization for Baidoa Municipality (1 month) • Provide technical support in translating the questionnaire into an STDM profile that is specific to the land information requirements of Baidoa Municipality • Support implementing partners in Baidoa in setting up and operationalizing the implementation of the tool by Baidoa Municipality. • Support partners on resolving issues that might arise in regards to STDM implementation 2. STDM Customization for Bosaso Municipality (1 month) • Provide technical support in translating the questionnaire into an STDM profile that is specific to the land information requirements of Bosaso Municipality. • Support implementing partners in Bosaso in setting up and operationalizing the implementation of the tool by Bosaso Municipality. • Support partners on resolving issues that might arise in regards to STDM implementation 3. STDM Core Enhancement (1 month) • Document the core enhancements required for the STDM core in order to meet the specific needs of the Baidoa and Bosaso Municipalities’ functional requirements. • Incorporate the priority functional enhancements into STDM core. • Test and deploy the updated STDM core to the respective implementations in Baidoa and Bosaso municipalities. 4. Support Capacity Development (1 month) • Provide technical support to implementing partners. • Conduct technical end-user training and awareness workshops. 5. Knowledge Management and Analytical Reporting (1 month) • Upgrade existing training and user manuals/materials to fit the respective contexts of Baidoa and Bosaso municipalities. • Provide technical guidance in the identifying reporting requirements for the respective STDM implementations. • Incorporate the required scripts and templates into the respective STDM implementations. Qualifications/special skills
A first level university degree in Geography, Computer Science, Geomatics, GIS Programming and Design, or Database Programming is required. Seven years’ experience of Python, SQL or C++ development for desktop or web applications. Two years’ experience customizing and using mobile data collection tools such as (Geo) ODK, KoBo, QField or Trimble Penmap is desirable. Two years’ experience using QGIS for spatial analysis and data management is desirable.
Languages
Fluency in English (both oral and written) is required. Knowledge of the other UN languages is an added advantage especially French and Arabic.
