Scope of Work for the Mpox Outbreak Response Mentorship Team

Position title: Mpox Response Mentors (5)
Location: Central Level, Rwandan Biomedical Center (RBC)
Project: USAID Tubeho Project
Reports to: Global Health Security and Malaria Director, USAID Tubeho Project

Objective:

To provide mentorship in case management and infection prevention and control (IPC) to healthcare providers at various health facilities to support the Mpox outbreak response in Rwanda, enhancing the capacity of the health system to detect and respond to the emerging threat.

Case Management

• Train healthcare providers on the diagnosis, treatment, and management of Mpox cases according to national and international guidelines.
• Develop and update clinical protocols and treatment guidelines based on evolving evidence and best practices.
• Monitor and evaluate the quality of care provided to Mpox patients in designated health facilities.
• Support the implementation of a patient referral system for severe cases to higher-level facilities.

Infection Prevention and Control (IPC)

• Role: Lead the implementation of IPC strategies to prevent the spread of Mpox in healthcare settings.
• Responsibilities:
• Assess current IPC practices in targeted health facilities and provide recommendations for improvements.
• Conduct training sessions for healthcare workers on standard precautions, use of personal protective equipment (PPE), and proper waste management.
• Support the development and distribution of IPC guidelines and educational materials specific to Mpox.
• Monitor compliance with IPC protocols and provide feedback and corrective action plans as necessary.

Surveillance and Data Management

• Role: Strengthen the Mpox surveillance and reporting system to ensure timely detection and response to new cases.
• Responsibilities:
• Train healthcare providers on Mpox case definition, notification, and data entry procedures.
• Support the analysis and interpretation of surveillance data to identify trends and guide response efforts.
• Collaborate with RBC and other stakeholders to ensure accurate and timely reporting of Mpox cases.
• Contribute to the development of a comprehensive Mpox outbreak database for monitoring and evaluation purposes.

Community Engagement and Risk Communication

• Role: Enhance community awareness and engagement in Mpox prevention and control measures.
• Responsibilities:
• Develop and disseminate culturally appropriate risk communication materials for communities and healthcare providers.
• Conduct training and support community health workers in delivering key messages on Mpox prevention and control.
• Facilitate community dialogues and feedback mechanisms to address misconceptions and encourage community participation in the response.
• Support the development of a community engagement strategy that integrates local leaders and influencers.

Training and Capacity Building

• Role: Coordinate the development and delivery of training programs for healthcare workers on Mpox case management and IPC.
• Responsibilities:
• Conduct a training needs assessment for healthcare workers involved in the Mpox response.
• Develop training curricula and materials tailored to the needs of various healthcare cadres.
• Organize and facilitate training workshops and on-the-job mentorship sessions.
• Monitor and evaluate the effectiveness of training programs and mentorship activities, providing recommendations for improvement.

General responsibilities for all mentors:

• Collaborate closely with the RBC, district health officials, and healthcare facilities to ensure alignment of activities with the national Mpox response plan.
• Document and report on mentorship activities, including challenges, successes, and lessons learned, to the GHS and Malaria Director.
• Participate in coordination meetings and provide regular updates to the USAID Tubeho Project and other stakeholders.
• Support the development of a comprehensive Mpox outbreak response plan in collaboration with national and international partners.

• Medical Degree from an accredited Medical School.
• Specialization: experience in infectious diseases, epidemiology, or public health is preferred.
• Licensure: a valid Medical License to practice in Rwanda.
• Experience: clinical with infectious diseases and familiarity with Mpox management and prevention strategies.
• Training: participation in relevant training programs or workshops on Mpox or COVID-19 and related diseases.
• Additionally, strong communication and teaching skills are essential for effective mentorship.
