Functional Responsibilities

Summary of Key Functions:
  1. Ensure timely administration of payroll, banking and disbursement services to all personnel including staff, ICA and Interns whose payroll is administered by UNOPS
  2. Support payroll management, ensure facilitation of the knowledge building and knowledge sharing
  3. Contribute to payroll systems development, testing and maintenance

  • Verify payroll and ensure timely posting of payroll payments and expenditures to the general ledger
  • Provide oversight on payroll input such as one -time or recurring earnings and deductions
  • Provide oversight on payroll banking setup to achieve accurate payment disbursement
  • Provide oversight on payroll documents archive ensuring completeness and accuracy
  • Perform payroll-related account reconciliation on monthly basis to ensure data integrity
  • Reply to queries and assist in solving issues related to payroll from the stakeholders
  • Act as the OIC of Payroll Officer / Payroll Senior Officer to perform various tasks to ensure the payroll operation is running smoothly


2. Support payroll management, ensure facilitation of the knowledge building and knowledge sharing

  • Coordinate with internal and external stakeholders to ensure quality administration of payroll in compliance with UNOPS regulation and rules
  • Support in producing various payroll reports and queries to Headquarters and Local Focal Points for reconciliation, audit and budget purpose when requested
  • Interact with colleagues to exchange information on administrative and payroll issues
  • Resolve routine administrative problems and refer complex issues to the supervisor with recommendations for course of action
  • Provide technical advice, mentoring and/or organize training to colleagues on matters related to administrative, accounting and payroll
  • Initiate team planning, objectives setting and contribute to team development
  • Provide support to standard payroll procedures setup and updates
  • Support Payroll Officer / Payroll Senior Officer in the facilitation of knowledge building/knowledge sharing within the team

3. Contribute to payroll systems development, testing and maintenance
  • Liaise with IT specialist and perform testing for the accuracy of the implementation and/or system enhancement
  • Liaise with reporting specialist to enhance accuracy and efficiency of payroll process through continuous development of payroll reports
  • Liaise with internal stakeholders to strengthen the engagement of payroll-related system development and ensure the compliance of business need

The key results have an impact on the overall execution of the UNOPS financial services. Accurate entry and presentation of financial information and a client-oriented approach enhances UNOPS’ capability to effectively and efficiently manage financial resources.

Education/Experience/Language requirements

Education:
  • Completion of Secondary education is required.
  • A first-level university degree (e.g. Bachelor) or an advanced university degree (e..g Masters) degree may substitute some of the required years of work experience.
  • Additional training in administrative and business practices is an asset.
Experience:
  • With a high school diploma, a minimum of 5 years years experiences in similar job in the field of operations, finance, or other related field is required.
  • Experience in the usage of computers and office software packages (G Suite) and knowledge of spreadsheet and database packages, experience in handling web-based management systems is desirable.
Language Requirements:
  • Fluency in written and oral English required.
  • Knowledge of the second UN working language is desirable.
