Terms of Reference

Organizational context:

Currently, some 105,000 asylum-seekers and refugees are hosted in Greece. In 2023, over 48,700 people arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR’s key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance protection solutions and inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed, particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

General Background of Project or Assignment:

The project ‘Reception and integration reforms for migrants, especially unaccompanied youth’ is implemented in cooperation with the United Nations High Commissioner for Refugees (UNHCR) in Greece, in consultation with the Greek State. This project aims at improving and adapting the institutional and legal framework for unaccompanied youth in Greece and enhancing capacities of the Greek authorities to implement it. Alignment with the new EU Pact on Migration and Asylum, education, vocational training and employment opportunities, mental health, and psychosocial well-being would be among the areas of focus.
The Inter-Ministerial Coordination Associate will provide her/his support, for coordination between UNHCR and the designated employees of the Greek Ministry of Migration and Asylum (MoMA), its General Secretariat for Vulnerable Persons and Institutional Protection (GSVPIP), and any other relevant Ministries to ensure coordination and participation of all competent actors and authorities who are thematically engaged in the three main angles of the Action, notably alignment of national legislation to the requirements of the EU Pact on Asylum and Migration on all issues concerning children, empowerment of the youth through educational, vocational training and apprenticeships programmes, and mental health services tailored to the needs of refugee children.
The Coordination Associate reports to the Associate Protection Officer at the Country Office of the Representation of UNHCR Greece and works in close collaboration with the Secretary General for Vulnerable Persons of the Ministry of Migration and Asylum She/he will also work closely with UNHCR’s Senior Protection Associate/Child Protection focal point, and with related competent services of the administration and of MoMA. A functional communication line will exist with the three (3) other Experts of the Action.
The Coordination Associate will be engaged as a full-time individual contractor for 12 months with a possible extension of 6 months. She/he shall be required to be present at the office of the Secretary General for Vulnerable Persons and Institutional Protection (GSVPIP) of the MoMA as well as with key stakeholders and UNHCR premises, where she/he may be asked to attend coordination meetings with UNHCR and the Action project teams.

Purpose and Scope of Assignment:

Under the guidance of UNHCR and in close cooperation with the Secretary General for Vulnerable Persons and Institutional Protection (GSVPIP), the Expert will be required to:
1. Ensure coordination between all concerned Ministries and State services on the project.
2. Prepare briefs as required and inform competent State services and related Ministries on the aims and outputs of the Action.
3. Secure regular information flow on the Action, and coordination between UNHCR, the MoMA and with external counterparts.
4. Organize and coordinate all thematic Working Group meetings foreseen in the Action (in total, approximately fourteen throughout the 18 months of implementation of the Action).
5. Prepare minutes of the thematic working group meetings and ensure proper dissemination and follow-up on action points.
6. Participate in meetings, conferences or trainings relevant to the project, as required by UNHCR, in coordination with the GSVPIP.
7. Regularly update key stakeholders, including the GSVPIP, on the progress of the Action, and seek inputs and decisions from the Advisory Group where required.
The Coordination Associate will be required to deliver the following products throughout the duration of the Action, within specific deadlines:
• Monthly progress reports on each output and activities.
• Report on actions to be undertaken to ensure project outputs implementation on the long term and follow up, spanning between 10-15 pages (in English), focusing on recommendations and follow up actions for sustainable results.
• Compilation of the project description summary, ahead of the closing event.
• Contribution to the drafting of the final report of the project implementation.

Qualifications and experience required:

- University degree in economics, business administration, social sciences or related discipline.
Field of expertise, competencies:
Required:
- Good knowledge of international policies and strategies related to vocational education training, skills development and employment creation for youth.
- Good interpersonal skills; respect to cultural diversity; good knowledge of different cultural attitudes, practices, and systems of social support.
- Ability to work under pressure.
- Good ability to handle software supporting presentations, data analysis or other needed tools for the tasks required.

Desirable:
- Post-graduate studies in project management or related field will be an asset.

Minimum years of work experience:
- At least four (4) years of prior working experience, including on project management, with public administration, or the humanitarian sector.
Language Requirements:

- Excellent command of English and Greek.
- Excellent writing skills in Greek and English.

Compliance with applicable legislation:

The Associate will be responsible for her/his compliance with the Greek legislation, including taxation and social security. Accordingly, the expert has to be registered with the relevant tax and social security authorities. UNHCR may require the expert to provide evidence that she/he has registered for and is paying applicable taxation and social security to the relevant national authorities.

Additional Information:
