Result of Service
Under the overall supervision of the Administrative Officer based in Bangkok at UNEP Regional Office for Asia and the Pacific, including guidance from the Programme Management Officer, Finance Unit, the Individual Contractor will provide administrative, financial, and legal support to the EmPower-II team, finance unit, Climate Change Division, Mitigation Branch, ensuring the successful execution and delivery of project activities as outlined below: a) Assist the Project Manager in the preparation and tracking of donor agreements and legal agreements, working in conjunction with implementing partners and the legal team to ensure compliance with UN rules and regulations. This includes reviewing and rectifying legal instruments before submission for FMO approval, requesting reference numbers, iNeed requests for BP numbers, and banking details, etc. b) Manage UNEP/UNOPS contracts for the Branch, encompassing coordinating payments to UNEP/UNOPS and overseeing the receipt and expenditure reports from UNEP/UNOPS, ensuring that all expenditure reports are accurately recorded, and advances are cleared. c) Support in organizing meetings/events, including providing technical support for virtual/hybrid meetings as needed. The IC will also support logistics for meetings and other events, liaising with security and registering participants if needed. d) Manage travel requests for meeting participants and consultants, which involves preparing travel approval requests, ensuring the timely disbursement of all entitled allowances, and ensuring the prompt recording of travel expense reports. This also encompasses overseeing the procurement process for DSA cash cards. e) Contribute to the proper processing and filing of all legal obligations, such as expenditure, progress, final reports, and audit statements. Additionally, the IC will prepare payment requests for further administrative processes. f) Undertake any other necessary administrative duties, including meeting organization and draft minute preparation

Duties and Responsibilities
The UN Environment Programme (UNEP) addresses environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. From 2018 to 2022, UN Women Regional Office for Asia and the Pacific (ROAP) and the UN Environment Programme (UNEP) worked together through the first phase of the EmPower: Women for Climate-Resilient Societies project to accelerate gender-responsive and human rights-based climate action across Asia and the Pacific with a focus on Bangladesh, Cambodia and Viet Nam. Building on the first phase of the project, UNEP and UN Women are scaling up the work in its second phase starting 2023. EmPower Phase II will leverage a variety of tools, methodologies, and empirical data to implement existing plans and policies for gender-responsive, human rights-based climate action. The project will expand the scope for women and other marginalized and gender-diverse groups to shape decisions and build resilience, including through new access to finance, technology and renewable energy as a driver of better livelihoods. This position is in the Climate Change Division, Mitigation Branch, Finance Unit, at the Bangkok duty station. The assistance of Individual Contractor (IC) is required to provide administrative and financial support to the EmPower-II team and in coping with the daily workload. The Individual Contractor’s primary responsibilities will involve assisting in the preparation of legal agreements, including Project Cooperation Agreements (PCA) and Small-Scale Funding Agreements (SSFA), Travel Support, UNEP/UNOPS consultant contracts, budget monitoring, collaborating closely with Project Manager and implementing partners, validating expenditure statements, and reviewing progress reports.
Qualifications/special skills
• Completion of first-level university degree in finance, accounting, business or public administration, or related field. • A minimum of five (5) years of experience in the following areas: Administration or financial documents and contracts, with a background in finance considered an asset. • Proficiency in computer skills, including Excel and the MS Office suite. • Exceptional organizational skills and attention to detail, with the ability to effectively collaborate within a team in a fast-paced environment. • Experience in working with the United Nations and international organisations is desirable. Skills & Competencies: • Proficiency in effective planning and organization, strong oral and written communication skills, capability to manage multiple tasks in an orderly and punctual manner, and a keen eye for detail. The IC should possess the aptitude to cultivate and sustain positive working relationships within a multicultural and geographically dispersed team that collaborates across various functions
Languages
• English and French are the working languages of the United Nations. Fluency in written and spoken English is a prerequisite for this role.
