The IRC began planning to reopen an oPt country program in mid-2022 and launched an emergency response in Gaza in October 2023. The organization is currently supporting a network of local partners in both Gaza and the West Bank to sustain critical health, protection, food security, cash, education, and early childhood development interventions. The IRC is also deploying emergency medical teams to provide surge clinical capacity in hospitals and other health facilities. 
The IRC is working to scale its emergency response while building a longer-term oPt country program in parallel. This effort is being jointly managed by the Emergencies and Humanitarian Action Unit (EHAU) and the Middle East and North Africa (MENA) region, with a view to eventually transition the country program fully under the MENA region.
In Gaza, the IRC is currently scaling up its direct program implementation in protection, with a particular focus on child protection and women’s protection and empowerment / gender-based violence (GBV) programming. The aim of IRC’s WPE programming in Gaza is that women and girls receive GBV response services and are supported through risk mitigation.
Job Overview/Summary:
The WPE Outreach Facilitator works on leading group activities for women and girls and other community members, conduct information sessions and awareness raising sessions, coordinate with community leaders and stakeholders based on planning conducted in coordination with their WPE Prevention Officer and women and girls. They assist the WPE team in engagement with focus groups and other psychosocial activities. They are also responsible for ensuring that women and girls have access to and receive essential information in line with key messages developed by the program.  
Major Responsibilities:
The WPE Outreach Facilitator shall:
•To provide context-appropriate Violence Against Women and Girls (VAWG) and WPE messages to women and girls, delivered in a variety of ways and accessible to all community members.
•To provide safe, confidential referrals to women and girl survivors of gender-based violence who seek support after hearing community messages.
•To carry out activities that build social cohesion and improve mental health.
•To facilitate women and girls access to essential information.
•To assist in understanding the risk faced by women and girls in emergencies.
Primary Responsibilities:
•Develop messages on the types of services available to women and girl survivors, where these services are available, how communities can support survivors to access services, and the consequences of VAWG and the benefits of seeking care and support.
•Deliver messages about VAWG services, etc., on a daily basis within safe spaces, using a variety of context-appropriate methods.
•Build and maintain relationships with communities, including local leaders, community-based groups and other stakeholders.
•Adhere to the VAWG/GBV guiding principles throughout all VAWG and WPE outreach interventions. This includes ensuring confidentiality of survivors, and respect for their wishes and decisions.
•Work with WPE Case Workers to exchange information and ensure that IRC programs are responding to the evolving needs of communities.
•Identify concerns related to and support adherence to referral protocols and VAWG/GBV guiding principles and bring these concerns to the WPE Prevention Officer.
•Develop activities for safe spaces, guided by beneficiaries, and supported by the Response Officer. 
•Support the Response Officer in conducting focus groups and other activities that gage risks to women and girls. 
•Support distributions of risk reduction items and follow on monitoring. 
Monitoring responsibilities
•Attendance sheets for relevant activities.
Other duties
•Other duties as assigned by the supervisor to enable and develop IRC programs.
•Any other activities requested by supervisor.
Requirements:
•Gender requirement (if applicable): No preference
•Experience in community outreach, sensitization or mobilization
•Excellent communication skills
•Clear understanding of and interest in the well-being of women and girls, and supporting their healing after the experience of violence 
•Past experience conducting group activities. 
•Demonstrated understanding of and ability to maintain confidentiality and respect for clients
•Positive and professional attitude, including ability to lead and work well in a team setting
•Strong ability to maintain composure, prioritize work under pressure, and work in a difficult environment
•Fluency in Arabic, English is an added value. 
Key working relationships: 
Direct Supervisor: this position reports to WPE Prevention officer. 
Internal: working closely with the WPE response officer, case workers and WPE manager. 
External: work with other sectors and department within IRC as needed and requested by supervisor as well as other actors outside of IRC.
