1. Project Background

The Asian Infrastructure Investment Bank (AIIB) is a multilateral development bank whose mission is financing Infrastructure for Tomorrow - infrastructure with sustainability at its core. With the continuous growth of AIIB, more and more IT services and systems were engaged to support business operations. Currently, IT Department is establishing an IT Service Management framework to manage and guide IT services through various stages of tasks and activities. Integrating these IT services and systems into the IT Service Management framework requires a streamlined management process, known as the IT Service Transition Management process. This process, through a series of activities, helps seamlessly incorporate IT services into the IT Service Management framework. Additionally, given today’s complex external environment, ensuring IT service continuity is a key objective for us. Therefore, it is essential to establish an IT Service Continuity Management process that aligns with the bank’s business continuity management and IT disaster recovery management. This will provide more reliable support for the stability of the bank’s business operations.

2. Objectives of the Assignment

The main objective is to hire a qualified individual consultant to help support the management of IT service transition, ensuring that IT services and systems are smoothly engaged into the IT Service Management framework. The consultant will also be responsible for supporting the management of the IT Service Continuity Management process to facilitate the development of IT resilience capabilities.

3. Scope of Services

1. IT Service Transition Management Support 1) Support to develop and implement a streamlined service transition management process. 2) Collaborate with IT teams and stakeholders to ensure smooth transition of IT services and systems into the IT Service Management framework. 3) Support to create and maintain documentation for service transition plans, processes, and procedures. 4) Conduct training sessions and workshops for IT personnel on service transition best practices. 5) Monitor and report on the progress of service transitions, identifying and mitigating any risks or issues. 2. IT Service Continuity Management Support 1) Support the activities of IT BCP. 2) Support to establish and maintain an IT Service Continuity Management process aligned with the bank’s business continuity management and IT disaster recovery management. 3) Support to develop and implement IT resilience strategies to ensure continuous IT service delivery in the event of disruptions. 4) Conduct business impact analyses to identify continuity indicators of IT services and systems. 5) Support to create and maintain IT service continuity plans. 6) Coordinate and conduct IT service continuity testing and drills. 7) Provide training and awareness sessions on IT service continuity for IT personnel and stakeholders. 3. IT Disaster Recovery Management Support 1) Support to develop disaster recovery profiles for IT services and systems. 2) Support to create and maintain disaster recovery plan. 3) Support to identify continuity requirements. 4) Coordinate and conduct disaster recovery rehearsal.

4. Consultancy Output / Deliverables

• IT Service Transition Management documentation and reports. • Management processes and documentation of IT Service Continuity Management. • ITD Service continuity plans. • Business impact analysis reports for IT services and systems. • Disaster recovery profiles. • Regular IT service continuity testing reports. • Regular disaster recovery rehearsal reports. • Project deliverables abide by ITD’s project governance process, including but not limited to design document, testing reports, acceptance reports, user manual, etc.

5. Implementation Arrangement

This is an on-site position located in the HQ in Beijing, China.

Qualification Requirement

REQUIRED COMPETENCES • Must be able to write thorough, concise, and user-friendly documentation. • Must be able to brainstorm with technical and non-technical personnel, thrive in a collaborative team environment, multi-task, and quickly adapt to change. • Relationship management, facilitation, communication, reporting and presentation skills, project management and planning skills. • High degree of diplomacy, integrity, and tact. REQUIRED QUALIFICATION AND EXPERIENCE • Bachelor’s degree or higher in Computer Science, Information Technology, Computer Programming, Physical Security, Accounting and/or Auditing. Equivalent combination of education and experience is acceptable. • Five (5) years of professional experience in Technology or related field. • Three (3) years of work experience in ITSM/ITOM, or IT Service Transition Management and IT Service Continuity Management. • Experience in designing, creating, and maintaining policy, standard, guideline, process and procedure documents. • Experience in managing or leading IT consulting project, especially in IT operations management, IT service management and IT risk management aspect. • Working knowledge of IT infrastructure (data center, platform, database, IaaS, and PaaS) and network. • Familiar with designing and monitoring IT system availability, continuity and capacity. • Familiar with designing or performing all aspects of the disaster recovery and business continuity lifecycle (program design, BIA, risk assessment, recovery strategy development, plan documentation, exercise facilitation, training and awareness). • One of the following certifications required; additional certification preferred: o Business Continuity related certification, such as CBCP, MBCP, MBCI or FBCI o ITIL foundation or above o CISA, CISM, CISSP, or COBIT certification o ISO 20000 Internal Auditor or above o ISO 27001 Internal Auditor or above o PMP certificate • Flexibility and creativity when it comes to applying industry practices to solve complex problems • Fluent interpersonal communication skills in English, both oral and written. • A demonstrated ability to work in teams is highly desirable.
