Overview

Jhpiego seeks a Senior Technical Advisor - Primary Health Care (PHC) for the newly awarded USAID-funded Comprehensive Community Prevention and Continuum of Care (C4) Program – Project Connect in Botswana. As the technical assistance partner, Jhpiego is supporting the Ministry of Health’s (MOH) Primary Health Care (PHC) Revitalization at national, district, and community levels, building on existing efforts to strengthen district health management teams’ (DHMT) capacity to train community healthcare workers (CHCW) and support the provision of quality, integrated community health services. Additionally, Jhpiego will strengthen civil society organizations (CSOs) to be able to deliver quality HIV and social services. Jhpiego will also partner with the Government of Botswana (GOB), particularly ministries at the national level and district government offices to prioritize and strengthen their leadership capacity, coordination of orphans and vulnerable children (OVC) and gender-based violence (GBV) response strategies, and monitoring. The initial period of performance is two years with the possibility of three-one-year renewal periods.

Responsibilities

Assessment and Planning

  • Facilitate MOH to conduct stakeholder mapping to determine available technical, financial support and geographical coverage to inform PHC implementation
  • Facilitate consultations with DHMTs, PHC and CSOs focal persons to determine capacity and readiness of the districts to implement PHC in support of MOH.
  • Develop scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the MOH strategic information (SI) staff for MOH service delivery partners as required
  • Conduct mentoring supervisory support visits to Districts to ensure appropriate rollout of the ICBHS  

Collaboration

  • Engage key stakeholders in bilateral and multilateral agencies, including PEPFAR, Global Fund, UNICEF, UNAIDS, WHO, etc., and national bodies, which may include the National AIDS and Health Promotion Agency (NAHPA), Tribal Authorities including Chiefs, and relevant ministries on implementation of ICBHS
  • Represent Project Connect in technical meetings in PHC HIV, NCD, DREAMS, OVC, and other technical areas
  • Participate in all internal and external technical working group meetings as appropriate
  • Establish and manage the community of practices of healthcare workers and of trainers  

Capacity Strengthening

  • Strengthen capacity of MOH and Implementing partners to roll out and implement the integrated PHC program by training national facilitators and district mentors on basic training methodologies and content delivery and provide ongoing continuous professional development through refresher trainings to update them on new developments in each disease area
  • Assist Jhpiego program staff to develop and implement training programs specific to their focus areas and support them to capacitate implementing partners and Government departments they are working with. 
  • Facilitate training of integrated community-based health service (ICBHS) mentors on mentoring and support tools
  • Develop and implement plans for strengthening Global Health Security (GHS) in the context of revitalized PHC, including development of integrated model, enhanced disease detection and evidence-based decision making during health emergencies, and supporting the development of disease-specific contingency plans for national and district levels. 

Policy Development

  • Contribute to the review and development of MOH PHC strategic documents (PHC Strategy, Community Health Strategy, Investment Case) led by other USAID funded partners
  • Co-design a model for integrating vertical HIV services and noncommunicable diseases (NCD) into integrated PHC services.

Monitoring, Evaluation and Learning

  • Develop the PHC measurement matrix in collaboration with other development partners including WHO to be used by MOH to monitor progress towards revitalization
  • Provide mentorship and supportive supervision of MOH and Project Connect Mentors with a focus on quality assurance and service provision and contribute to program quality according to MOH standards including quality assurance and quality improvement initiatives
  • Assist in program monitoring and evaluation, including data interpretation and analysis 

Required Qualifications

  • At least 7-8 years of experience in a specialized technical/medical field of study, with emphasis on community health, social work. Masters’ level degree in Public Health or related field or equivalent with at least 5 years of experience designing and providing technical assistance in care programs in Botswana or Southern Africa
  • A minimum of a bachelor’s degree with a Masters’ level preferable in Public Health or related field or equivalent 
  • Experience with supporting primary healthcare workers in providing integrated health care services 
  • Experience with supporting community health workers to provide integrated community health care services   
  • Experience working in or supporting HIV/AIDS service delivery, including prevention, testing, care and/or treatment
  • Ability to be adaptable and flexible, managing multiple priorities under tight timelines 
  • Excellent skills in facilitation, team building, and coordination and demonstrated experience with training and mentoring of health workers.
  • Excellent problem-solving, decision-making, organizational, and communication skills, with the ability to prioritize multiple tasks and work effectively in a demanding environment. 
  • Ability to communicate effectively in English and Setswana, instilling trust and confidence with interpersonal communication and presentation skills 
  • Ability to interpret and use data to guide programmatic decision-making, make course corrections, and inform policy and program recommendations
  • Computer proficiency, particularly in the use of MS Office (Word, PowerPoint, Excel, etc
  • Able and willing to travel outside Gaborone/across Botswana up to 75% of the time
