The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate from its 43 member states. The CEB finances investment in social sectors, including education, health and affordable housing, with a focus on the needs of vulnerable people. Borrowers include governments, local and regional authorities, public and private banks, non-profit organisations and others. As a multilateral bank with a triple-A credit rating, the CEB funds itself on the international capital markets. It approves projects according to strict social, environmental and governance criteria, and provides technical assistance. In addition, the CEB receives funds from donors to complement its activities.
The Technical Assessment and Monitoring Directorate (TAM) houses the CEB’s sector, thematic and safeguards as well as its corporate procurement experts. TAM experts support the fulfilment of the CEB’s social development mandate by seeking to strengthen the quality, scale-up the benefits, mainstream climate change and environmental sustainability considerations, improve the management of relevant risks and enhance the reporting transparency as regards the Bank’s lending activities. They do so by supporting the sectoral and thematic orientation of the CEB’s project pipeline, by drafting the CEB’s sector/thematic and safeguards-related standards, approaches and guidelines, and by applying those and harnessing their practical experience in the due diligence of CEB-financed operations throughout the project cycle. TAM further seeks to enhance the quality and impacts of Bank-financed operations by advising beneficiaries on project preparation and implementation, directly or by managing external consultants, and by producing and disseminating knowledge through specialised publications, internal awareness-raising activities, participation in external events and partnerships with external stakeholders.
The Technical Assessment and Monitoring Directorate is looking for an intern with a Junior Analyst profile for its Technical Advisors Division, to support its work on gender and on results measurement. S/he will report to the Sector Policy Advisor with dotted line reporting to the Head of Environmental & Social Sustainability Unit and work in close collaboration with colleagues from across TAM.


Academic background:
Graduated within the past 24 months or currently enrolled in the final academic year at an institute of higher education (ideally at a Master’s level or equivalent).
Studies in economics, finance, public policy/administration, development economics and related fields.

Professional background and skills:
Strong research and analytical capabilities;
Proven ability to communicate effectively and prepare written content and presentations for different audiences;
Strong drafting and editing skills; high level of attention to details;
Ability to work in an international team environment and flexibly on a range of assignments;
Proficiency in MS Office tools (Word, Excel, and PowerPoint).
