Purpose of the role

The Information, Counselling, and Legal Assistance (ICLA) Coordinator position based within the NRC ICLA national team in Beirut will provide the lead on ICLA legal topics such as employment rights, legal residency, civil documentation, and housing land and property (HLP) rights. In addition, this position requires a strong focus on partnerships and implementing NRC’s partnership strategy. The role requires a diverse set of skills including an understanding of partnership programming in protracted crisis and the ability to collaboratively increase national NGOs’ organisational capacity for quality legal service provision, as well as an understanding of the Lebanese legal framework, international refugee law, and an understanding of legal issues facing refugees in Lebanon. The coordinator is expected to provide support on a countrywide approach that includes relevant activities in the South, North, and Bekaa. The successful candidate will have strong technical legal skills, including knowledge of project management and partnerships.

What you will do

  1. Adhere to NRC policies, guidance and procedures
  2. Provide regular progress reports to the line manager and related senior management
  3. Promote and share ideas for improvement and necessary changes in the activities
  4. Ensure that NRC’s related activities are implemented within NRC’s Safe and Inclusive Programming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  5. Ensure that all protection-related detected cases are referred to the SIP team
  6. Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist
  7. Ensure capacity building of project staff and transfer key skills  
  8. Liaise and collaborate with relevant local authorities and other key stakeholders
  9. Promote the rights of displaced populations and gender in Lebanon in line with NRC’s country strategy

Specifically, you will;

  • Provide timely and relevant legal and technical support to field teams on issues related to civil documentation, property, and housing rights affecting refugees and other vulnerable populations in Lebanon.
  • Ensure ongoing identification of protection concerns related to legal issues affecting refugees and other vulnerable populations in Lebanon. 
  • Conduct research on selected legal topics to provide guidance to ICLA teams
  • Attend coordination meetings and thematic events at a national level, as relevant and in coordination with the line manager
  • Contribute to a harmonized approach to a partnership between the NRC ICLA team and ICLA partners, in line with NRC policy, guidance notes, and toolkits. 
  • Prepare and conduct presentations and briefings on legal protection issues.
  • Support the development or revision of ICLA tools and guidance materials
  • Liaise and network with authorities and civil society actors 
  • Liaise with NRC’s other thematic programmes within the NRC and strengthen synergies in programming and advocacy
  • Undertake field visits to identify challenges with legal service delivery and address protection concerns
  • Contribute to the development of an updated ICLA strategy for implementing partners for legal aid delivery. 
  • Support local capacity through facilitating the transfer of relevant NRC expertise, experience, and tools to national NGO partners. 
  • Undertake field visits to coordinate with implementing partners
  • Oversee and act as a focal point for gender work within ICLA 
  • Conduct any other reasonable task as requested by the line manager

Professional competencies     

  • Bachelor’s degree in law
  • Minimum 4 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
  • Proven experience in coordinating activities and liaising with external actors
  • Experience in partnerships, civil society strengthening and/or legal assistance projects
  • Proven ability to work effectively with national and local civil society organizations
  • Experience in proposal and report writing and drafting
  • Proficient inMicrosoft Office applications including Word, Excel, and PowerPoint
  • Fluent in English and Arabic, both written and spoken
