La personne occupant ce poste devra fournir une assistance technique au Bureau Pays de Guinée, y compris aux bureaux auxiliaires pour la mise en œuvre de projets de constructions. Elle gérera une variété d'activités et de processus administratifs, ce qui nécessite la capacité d'analyser, de comprendre et d'appliquer des lignes directrices et des pratiques normalisées. Elle aura également des fonctions de supervision, sera capable de travailler dans une situation d'urgence et de développer/soutenir le plan d'action de l'unité.

Sous la supervision du Responsable des Projets de Construction et la direction du Programme Alimentaire Mondial (PAM) Guinée, l’ingénieur sera responsable pour les tâches suivantes :

  • Conduire des reconnaissances de terrain pour les sources de matériaux de constructions et prix du marché
  • Fournir un dossier de construction complet (DOA – dossier d’appel d’offres) à utiliser pour la Demande de Proposition (RFP – Request For Proposal) destiné aux entrepreneurs. (Dessins - plans et sections - tableau des quantités ; délais d'exécution des travaux ; rapport de conception détaillé ; dessins de conception détaillés ; calendrier des quantités ; barème des tarifs ; spécifications techniques de l'estimation du coût de construction ; estimation détaillée des coûts)
  • Fournir une estimation des coûts
  • Fournir une conception conforme aux législations nationales ainsi qu’à des codes et normes internationaux de conception adéquats et être représentative des meilleures pratiques internationales en matière de conception.
  • Superviser la construction des infrastructures et assurer le suivi de la gestion des bâtiments.
  • Assurer un environnement de travail confortable, sain, bien entretenu et conforme aux réglementations de l'ONU et aux normes environnementales, de santé et de sécurité. Superviser les travaux de construction en cours effectués par différentes entreprises et partenaires pour le compte du PAM dans le bureau pays et sous bureaux
  • Résoudre les problèmes de communications, d’interprétation des conditions du contrat avec les entreprises
  • Assister la négociation avec les autorités locales pour les demandes de nouvelles concessions
  • Coordonner avec les entrepreneurs pour le respect de la qualité et programme des travaux
  • Préparer des rapports de missions et progrès des travaux
  • Préparer pour certification le métré des travaux complétés et soumettre Responsable des Projets de Construction
  • Assister le Responsable des Projets de Construction dans la conception de nouveaux projets
  • Autres tâches connexes supplémentaires assignées

Qualifications et Expérience requises:

  • Diplôme ou BTS en Génie Civil
  • Minimum 5 ans d’expérience pour un Diplôme et 7 ans pour un BTS
  • Bon niveau de Français oral et écrit
  • Maitrise de Microsoft Office, Autocad, Internet et autres applications informatiquess
  • Connaissance de dessin technique et métré
  • Aptitude à travailler dans des conditions difficiles et avec des moyens limités.
  • La connaissance de l’Anglais est un avantage
