Mission and objectives

The United Nations Office on Drugs and Crime (UNODC) helps make the world safer from drugs, organized crime, corruption and terrorism. We are committed to achieving health, security and justice for all by tackling these threats and promoting peace and sustainable well-being as deterrents to them.

Because the scale of these problems is often too great for states to confront alone, UNODC offers practical assistance and encourages transnational approaches to action. We do this in all regions of the world through our global programmes and network of field offices.

The Office is committed to supporting Member States in implementing the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs) at its core. The 2030 Agenda clearly recognizes that the rule of law and fair, effective and humane justice systems, as well as health-oriented responses to drug use, are both enablers for and part of sustainable development

Context

As part of its mandate, UNODC is developing a technical cooperation project aiming at supporting the organizers of the 2026 FIFA Men’s World Cup to create / maintain the conditions for a transparent and safe competition, safeguarding the sports event from crime and corruption. This is project is expected to have as focus, the three Mexican cities that will host the competition, with the option of expanding some of its activities to other cities in North America.

The project idea developed by UNODC “Safe & Fair Sites” is anchored in two of UNODC’s mandates and main areas of work: safeguarding sport from corruption and community-based crime prevention. It is structured in four components:

1. Fair Sites: detect and assess corruption-related risks and take steps to build public confidence and trust for a transparent and accountable event.
2. Safe Sites: strengthen the capacity of authorities to prevent crime and create a safe environment prior to the World Cup.
3. Responsible Fans: develop a communications campaign to promote ethical values related to good sportsmanship and the prevention of violence during the different stages and activities of the FIFA World Cup 2026 in Mexico.
4. Leaving a positive and lasting social legacy: promote human rights, effective crime prevention and criminal justice in the context of the World Cup and its legacy plan
